They are in the cold places too I live in Edmonton Alberta where it can on occasion get to -40c, and there is a big problem with tent cities catching fire, homeless and mostly druggies using the LRT(subway) as shelter. There are enough community shelters to house them but those shelters have rules, no drinking alcohol, no drug usage, so they gravitate to the streets.

Then in February 2024, seniors aged 72 to 76 can apply. Starting in March 2024, seniors aged 70 to 71 can apply. And then in May 2024, seniors aged 65 to 69 can start applying.
