Well if the engine was very dirty with lots of carbon and gunk...and if the fuel managed to clean that gunk out...then there could be a "restoration" of performance...I see stuff online about mixing
4 parts diesel 2 parts naphtha 1 part isopropyl alcohol and introducing the mixture into the intake manifold so as to clean valves and fuel injectors they say it works "wonders"

It could be that they are oversubscribed in your area...so they do "quality of service" bandwidth limiting...when someone moans they reset the limit to top speed for that customer but other customers each get a slower speed..eventually they should upgrade their equipment and everyone can watch 20 ultra HD tv channels simultaneously [emoji12]

Notice the yellow and white kerb markings...that means you can only stop there for a short while..to drop people off or loading/unloading goods..or quick run into a shop ...not park for years !!!  ????????

 

They where out this morning  on the southbound  Sukhumvit road just past Ambassador Hotel where the new motorway junction meets  Sukhumvit..its quite a regular place for them  there  (mornings) also on the northbound  carriageway  just before Ambassador (afternoons)  I didn't get stopped  today and shortly after passing the check point a big rainstorm descended  and washed them away ????

I just got soaked whilst out on my motorbike in Jomtien.

I think you'll need an aftermarket ECU the factory one is most likely not tunable at all...have they checked the valve clearances,air filter and oxygen sensor on the exhaust..if the oxygen sensor goes bad the ecu goes into a default over rich air fuel mixture...
