Because some ppl are completely ignorant of rip currents. They think that the flags are out because the waves are big. But maybe the beach they've swam at locally at their home country is wavy and never has rip currents, they think "oh, i can handle these waves". The warnings are just a precaution because of the waves. When they are really a warning for deadly rip currents that they don't know even exist. I have been to beaches in the med , western Canada and Mexico, and I never really heard of rip currents until I went to Phuket. And read about these drownings on forums like this.

Rip currents tend to look different from the surrounding water. Remember earlier we said that rip currents occur in deep channels where there are no waves breaking? That is the first clue as to how we can spot these currents. Look for areas of water where waves are not breaking—particularly narrow gaps of darker, calmer-looking water extending offshore. That could be a rip current, and good examples are shown in Figure 3. Because rip currents look calm, many people think they look like the safest place to swim and often choose to enter the water right in the middle of the rip current. Hmmm wonder what happened here.....

I am not the one misunderstood at all. It was public space understood to be used for a specific activity at the time. If people were playing cricket at the field, and she got belted in the hand with an errant cricket ball, should she get compensation too ? -

She doesn't deserve anything. Read the article again. The incident occurred at a field near Bang Bua Thong School in Nonthaburi, a popular spot where people play with RC planes. If you think you can bring your hobby drone to the outside of an airport in Thailand, you'd be mistaken. It is obvious from the article that the woman was in an area understood to be used by hobby drone flyers. It was an accident. Nobody is obligated to give her compensation. -
