However, in order to change it, one needs to change the Constitution, and in order to change the Constitution one needs the approval of appointed bodies such as the appointed Senate and the appointed Constitutional court, and possibly the appointed Supreme court.   19. These documents are Presidential records. Whether classified or not, Trump has no right to keep Presidential records, as per the Presidential Record Act. As I replied to you before, It's not the FBI, It's the NARA which wanted them back.
