I think I like the idea of NOT making plastic bags available at all (hand out bags). That is sure to encourage shoppers to "get with the program".
My western home country (province) still makes the traditional plastic bags available at 5 cents a bag. In a rich country, that has very little deterrent value; people just willingly pay the 5 cents.
But most stores do have the option available of reasonably priced cloth bags. However, many don't bother.
Maybe Thailand has got this one right !

This is all great news. A proactive government full of ideas to develop national, clean energy and simultaneously create jobs.
There are some pretty big numbers involved here. Lots of tenders to be let.

OMG. I remember those days of driver distraction by paper maps. My X, master navigator, used to get so upset because the street she was looking for was usually in the crevice between 2 pages.

It's only been less than a week. "Stay the course, full steam ahead".
Implementation was poorly administered but the concept is right.
Everybody will find a "work-around" given a little time.
Next! Figure out how to reduce packaging on new products from China. Blister-packaging probably contributes more to waste than shopping bags do. China don't care about the waste, but somebody has to.

I have lots of Thai clothes, nothing fancy or expensive. Appreciate them all but they sure don't sew the buttons on the shirts very well.

Travelling around Asia, I am always appalled at the sight of bamboo scaffolding, workers in flip flops and a few sticks of rebar protruding out of a concrete column.
Little wonder why these buildings sometimes collapse.
Regrets (but not surprised) to read of one more construction collapse here.

I agree with @david555.
I once purchased a trained Doberman to guard a fenced in car lot. When the professional guard dog trainer arrived in a van with barred windows, all I saw was teeth behind the glass and bars.
I said to the trainer, "how am I expected to handle this dog". He explained, "once I introduce you, she'll be a baby to you, but only to you".
On that point he was right. Over the years, she did bite persons on two separate occasions who promptly reported the bite to the police. On both occasions, the police attended and cleared me as the trespassers ignored the warning signs.
However! I eventually learned that certain people had a habit of taking meat to my dog and petting her (while business was closed). She readily took their food and sucked up the attention. So as noted by another poster, poison that meat and the guard dog is nullified.
There are many suggestions in this thread. Many solutions offered. It may take a dog, lights, camera, loud horn ..... I'd pass on the king cobra and electrified bench and tools.
Personally, I think the motion-detection-activated lights and a horn would do the trick.

You're right. If somebody tried creating another Woodstock, it would probably fail.
Woodstock was partially successful because of the spontaneous nature of it. Same same for bygone street events.

My parents raised me to fear reform school or, heaven forbid, jail.
And my tough-guy uncle, prison guard career, used to brag about how he would man handle the inmates. Being shot with a high pressure water hose sounded pretty scary to me.
With that said, it is totally beyond my comprehension why and how a person visits a foreign country and doesn't consider the consequences of their crimes.
