  2. If the storm were a 50-year storm (s), over a ten year period (n) there would be a 18% chance it will occur over a 10-year period. P10=1-(1-1/s)n or 1-(1-1/50)10 Regardless, it has been my experience that flood control projects should plant for 100-year storms. However, prevention for a 100 year storm flooding can be an excessive expense (ie., high flood walls) when compared to the cost of damage. That's where ingenuity (!!) must be used, ie., water diversion tunnels, nature based solutions, reducing impervious surfaces (Concrete/Asphalt!!).   4. I am conflicted with this decision. From a different perspective, Prayut and his Constitutional Court may have committed LM. By not recognizing Prayut as a royally endorsed PM beginning in 2014 they all have in effect delegimentized the royal endorsement. At least as applied to the rich and powerful, aka the Good People who seem to have extra-constitutional priviledge. Welcome to the Thai-Styled "Democracy."
  5. "because they voted for it" doesn't consider the reality that it was the additional vote of an unelected Senate appointed by Gen. Prayut that that would him the PM. He otherwise did not have the majority in the elected House. So aka rigged election beyond the control of the electorate.
  6. "a bolt from the blue" ? No. Just a consistent foreign policy. Biden didn't invite Thailand to his Summit for Democracy last year. Nothing has changed in Thailand (in fact worsened with Prayut resisting new elections after 8 years as PM) that would show any improvement towards democracy. Or towards improved human rights, especially with regards to refugee asylum.

  8. In Thailand it's a newly elected Parliament that elects the PM and includes the vote by the Senate. Thailand does not have a President as Head of Government nor as Head of State. Ministers of Parliament are elected and currently Ministers of the Senate were installed indirectly by the military coup leadership.
  9. Typically FTA's are made between countries wherein enforcement has the force of the respective country's sovereignty. So it would be interesting to read the subject mini FTA with a foreign city as the city might not have any national authority for international enforcement and hence, no international authority for retaliation in case of alleged breach of contract. Given the seemingly propensity of Thailand's current government since 2014 to breach international FTA's and refusal to recognize at least in one case the World Trade Organization decision on an FTA dispute that Thailand lost with The Philippines, a "mini-FTA" between Thailand and a foreign city without sovereign protection of the foreign national government is risky for the foreign city. So superficially the so-called mini FTA seems more like some political manouver than an economic purpose.

  11. What about for stair step replacement or cladding? Wood stair steps did not wear well, some termite damage and either need to be replaced or covered (hence cladding). I'd prefer cladding.

  13. The reality is while Canada House of Commons voted in 1976 to abolish capital punishment and again in 1987, Canada can extradite someone accused of murder in a foreign country. The Canadian Minister of Justice has the "discretionary authority to order such unconditional surrender pursuant to Canadian Extradition Act" of 1985. Long story short, there seems to be Canadian issues with the Thailand judicuary essentially lacking consistency to assure no death penalty in connection with extradition from Canada and Thailand's seemingly missing, vague and/or ever-changing legal positions on extradition (stymied in part by military coups) based on assurance of no death penalty. Canada has received a satisfactory death penalty assurance from Thailand in only one case. And to date nothing in Thailand appears to have changed. ( my emphasis) Where else would a protest be held for public attention? This reason more reflects an attitude towards an oligarchy controlling a nation than a democratic society. When the "Good People" have pre-emptive exercise over a citizen's constitutional rights, a nation becomes more fascist in nature. The court's decision should be appealed for the sake of the nation's reputation and security FOR ALL Thai citizens.
  15. Maybe her seeking asylum in Thailand was a misunderstanding. In Thailand there are hummus rights that might have been translated to human rights.   17. This article should read "Military to lose 6Bn baht annually in government budget allocations to fund education interest on loans and student fines for default." Military budget is bloated beyond its needs. Might have to cut back conscription. For the nation as a whole 6Bn is really not much money. Note that it's not forgiving student loans per se. Failure to pay loan principle impacts credit for future bank loans such as for autos, home, education, etc. But at least in the interim student has better chance to pay loan principle

So training and operations on the 900 shouldn't be difficult. The 900 is used by the Philippines, Switzerland, the EU and Canada.

  25. There is a paradox if the Court agrees with Prayut that the 2014 Interim Charter/Constitution did not establish the PM's term applicable to his royal endorsement as PM in 2014. The Court previously upheld that any order or act made by (virtual) junta leader/self-appointed PM Prayut following enactment of the 2014 Constitution was considered "lawful, constitutional and final." So it would seem then if the Court sides with Prayut to ignore the 2014 Charter with regards to Prayut becoming Head of State, it contradicts its previous ruling on NCPO/PM directives. That is to say, Prayut at that time was not Head of Government. Thus in the extreme scenario, all laws promulgated following the 2014 Constitution and before the 2017 Constitution should also be voided.
