There's another mystery to me how an university department of political sciences even had access to such funds. The Groundwater Management Fund seems to imply a degree of developing and constructing civil projects that would provide sustainable water sources, flood and drought control. A university political science department doesn't seem to be the correct venue to meet mission objectives. Case in point by analogy: August 13, 2020 https://thailand.prd.go.th The government approved almost 12 billion baht towards 14 drought and flood projects in 76 provinces. Allocation of funds went to five ministries: Agriculture and Cooperatives Interior Transport Defense Natural Resources and Environment How does essentially the Ministry of Education, specifically the subject university and dean/acting dean of the political sciences department have alleged access to the subject fund? Might there be further higher-level organizational involvement to divert the subject funds? The two arrested parties might just be "low-hanging fruit" in regard to "missing funds." ACNS Division might further focus on the money trail leading to the subject university department.

Famous Thai hotel chef in Pattaya dies after falling off his motorbike

Dying from sleep apenia might actually be analogous, if not contributory, to the chef's death. -
Motorcyclist killed after reportedly trying to beat train in Pattaya
Srikcir replied to webfact's topic in Pattaya News
All certainly possibilities as you state and many more but (see news link) she deliberately breached the railroad crossing barrier while other traffic waited for the train to pass. As such she should never have been on the motorcycle. This tragic accident was unnecessary. -
Biden pardons thousands for ‘simple possession’ of marijuana
Srikcir replied to Scott's topic in World News
The number of people affected by Biden's pardon from federal prison for possession of marijuana may provide only limited advantage. Remember the pardon doesn't apply to state convictions. The US Sentencing Commission shows that in 2017 only 92 people were sentenced for marijuana possession out of a total of nearly 20,000 convictions! At the federal level 81,900 prisoners in September 2016 were convicted of drug offenses, but more than 99% were sentenced for trafficking (my note - "simple possession implies "personal use"). June 2019 https://washingtonpost.com/politics/2019/ So for a person convicted of possession of marijuana in federal court along with other serious drug offenses, there might only be a nominal reduction in their sentence. They should remain in jail. But Biden does set an example and that may motivate state citizens to push for similar drug policies. -
Thai immigration withdraw tourist visas of two CNN reporters
Srikcir replied to webfact's topic in Thailand News
Regardless whether the reporters were allowed to go into the crime scene for any purpose, they went in with the intention of representing CNN as reporters. That violated their tourist visas. They would have needed a non-immigration M visa. As such they should and were fined, then deported. -

If the storm were a 50-year storm (s), over a ten year period (n) there would be a 18% chance it will occur over a 10-year period. P10=1-(1-1/s)n or 1-(1-1/50)10 Regardless, it has been my experience that flood control projects should plant for 100-year storms. However, prevention for a 100 year storm flooding can be an excessive expense (ie., high flood walls) when compared to the cost of damage. That's where ingenuity (!!) must be used, ie., water diversion tunnels, nature based solutions, reducing impervious surfaces (Concrete/Asphalt!!). See "Public weighs in on a new plan to control flooding in the Ala Wai watershed." Jul. 29, 2022 https://haiwaiinewsnow.com/2022/07/29/ A low cost government flood insurance program for land/renters might supplement the cost of damage after a flood in lieu of some expensive flood control practices.

15-year-old motorcyclist collides with dog and dies
Srikcir replied to snoop1130's topic in Pattaya News
As "heaven" is basically a religious cult-construct created by Western and Middle East religions, the death becomes even more wasteful no matter when it happens. -
I am conflicted with this decision. From a different perspective, Prayut and his Constitutional Court may have committed LM. By not recognizing Prayut as a royally endorsed PM beginning in 2014 they all have in effect delegimentized the royal endorsement. At least as applied to the rich and powerful, aka the Good People who seem to have extra-constitutional priviledge. Welcome to the Thai-Styled "Democracy."
-
"because they voted for it" doesn't consider the reality that it was the additional vote of an unelected Senate appointed by Gen. Prayut that that would him the PM. He otherwise did not have the majority in the elected House. So aka rigged election beyond the control of the electorate.

Biden’s APEC no-show seen as a blow to Thai government’s credibility
Srikcir replied to webfact's topic in Thailand News
"a bolt from the blue" ? No. Just a consistent foreign policy. Biden didn't invite Thailand to his Summit for Democracy last year. Nothing has changed in Thailand (in fact worsened with Prayut resisting new elections after 8 years as PM) that would show any improvement towards democracy. Or towards improved human rights, especially with regards to refugee asylum. -

Will Prayut return as PM? Ball in Constitutional Court
Srikcir replied to webfact's topic in Thailand News
In Thailand it's a newly elected Parliament that elects the PM and includes the vote by the Senate. Thailand does not have a President as Head of Government nor as Head of State. Ministers of Parliament are elected and currently Ministers of the Senate were installed indirectly by the military coup leadership. -
Thailand signs mini-FTA with Gyeonggi, South Korea
Srikcir replied to webfact's topic in Thailand News
Typically FTA's are made between countries wherein enforcement has the force of the respective country's sovereignty. So it would be interesting to read the subject mini FTA with a foreign city as the city might not have any national authority for international enforcement and hence, no international authority for retaliation in case of alleged breach of contract. Given the seemingly propensity of Thailand's current government since 2014 to breach international FTA's and refusal to recognize at least in one case the World Trade Organization decision on an FTA dispute that Thailand lost with The Philippines, a "mini-FTA" between Thailand and a foreign city without sovereign protection of the foreign national government is risky for the foreign city. So superficially the so-called mini FTA seems more like some political manouver than an economic purpose. -
What about for stair step replacement or cladding? Wood stair steps did not wear well, some termite damage and either need to be replaced or covered (hence cladding). I'd prefer cladding.

Might email the Vietnamese Embassy (Thailand), contact some of the schools, Ministry of Health (Vietnam), expat teachers in Vietnam, do some research yourself. June 2022 "Drop the mask, we've achieved herd immunity" https://e.vnexpress.net/news/perspectives/ 81.5% full vaccinated 77.7 million vaccinated with two doses. "These days, the mask mandate in places where it is not necessary, such as schools and offices, have become a mere formality rather than a solution to prevent disease transmission."

The reality is while Canada House of Commons voted in 1976 to abolish capital punishment and again in 1987, Canada can extradite someone accused of murder in a foreign country. The Canadian Minister of Justice has the "discretionary authority to order such unconditional surrender pursuant to Canadian Extradition Act" of 1985. See also Kindler, (1991) 2 S.C.R. at 779. https://scholarship.law.cornell.edu/cilj/vol26/1/7 With regards to Memeia aka Obi the Canadian Justice McNaughton ruled that "Seeking a satisfactory death penalty assurance amounts to a 'sufficient cause' against the discharge of Mr. Obi." Long story short, there seems to be Canadian issues with the Thailand judicuary essentially lacking consistency to assure no death penalty in connection with extradition from Canada and Thailand's seemingly missing, vague and/or ever-changing legal positions on extradition (stymied in part by military coups) based on assurance of no death penalty. Canada has received a satisfactory death penalty assurance from Thailand in only one case. And to date nothing in Thailand appears to have changed. July 9, 2022 https://bc.ctvnews.ca/ "Death penalty concerns delay Thailand extradition for man held 1,200 days in B.C. custody" My take is that an assurance of a life sentence for Obi should be granted if convicted of murder in Thailand that there will be no death penalty stipulated with regard to the specific murder related to a drug trade rivalry.

Gen Prayut Acquitted of Alleged Authority Abuse against Protesters
Srikcir replied to snoop1130's topic in Thailand News
"The court also agreed with the dispersal of protesters at Pathumwan intersection because it was close to an area of important persons." ( my emphasis) Where else would a protest be held for public attention? This reason more reflects an attitude towards an oligarchy controlling a nation than a democratic society. When the "Good People" have pre-emptive exercise over a citizen's constitutional rights, a nation becomes more fascist in nature. The court's decision should be appealed for the sake of the nation's reputation and security FOR ALL Thai citizens.
