Because it was granted without meeting all of the preconditions for the grant OR it was granted by someone lacking the authority to grant that type of permit. That's only two. There must be plenty of other examples of how a permit can be illegal

So once a legally issued permit can be proven to be  gotten illegally if investigated thoroughly.

If people had not complained (because their view got blocked), an investigation wouldn't have been conducted.

Based on this, can we assume the same for  most of the projects in this City during that period?

You should have gone to see a high ranking tourist copper and explained what happened and got the incident recorded for any future fracas at that club. They need intel if they are ever going to rub the bad operators out.

that's the right thing to do but then you're taking the risk to get beaten out of the blue, probably 2 weeks later in another soi for no reason at all by some thugs you've never seen before...tough decision to make if you are a resident

And don't back chat Thai bouncers at clubs and gogo bars

last year me and my buddy walked in a WS gogo and just walked around the center stage but decided not to stay. The whole walk didn't take more than 20 seconds. On the way out of the club the well-dressed farang manager stopped us and extended his hand with an intention to handshake and said "thanks for visiting our club".I knew something was wrong but also knew had to play along and extended mine.He grabbed my wrist and took this huge chewing gum out of his mouth and pressured it in the center of my palm, closed my hand and stared at me for a few seconds waiting for a reaction. Then I noticed 4 sketchy bouncers behind him ready to make a bloody pulp out of me. Any word  other than  a simple and short apology would have set these bulldogs off .

I said "I am sorry" and walked away unharmed.

I hoped it was the other way around , the burglar(s) getting the beating....

nope! unfortunately in Pattaya 99% of the time the perpetrators of the original crime also offer severe beating to their victims towards the end as a "finale".

I started to think this is a thing of honor in Thailand if  beatings don't end at least with a giant pool of blood.

    I call it full-service!

If he isafirst time visitor hemight not know that you can't wear anything that even looks expensive. He wore  it every day for 5 years so China must be much safer and civilised than Thailand. Can't blame the tourist blame the bloody Thai who did it. You guys are so bloody quick to condemn even an innocent tourist.

You have a point about him being first time visitor and not be aware of the fact that pattaya is notorious with it's chain snatching thugs  unlike most cities in China but in this day and age considering how violence has gone up all over the world, it's common sense to research just a little on internet before you land on foreign soil with a $3000 gold chain around your neck as that is a high number  no matter which income bracket you are in. Furthermore, the point isn't whether $3000  made a dent or not in his wallet. It's about life and death as In many places in the world you may get murdered for wearing jewellery  far less valuable than that. I feel sorry for the poor guy though!

A bit offtopic perhaps but why had been decided to install that awful looking green parking garage building exact in front of the bali hai pier?since when should such an ugly car parking garage become an  Eye catcher?

IMO that ugly green parking structure was essentially built for  Thai visitors coming from from Bangkok on weekends.

They could have built it underground but.....they didn't!
