I know that many foreigners just want to showoff with gold and don't believe/think about the amulets and that's when you put yourself at risk, because if you have an original Somdet Warakan (same type of amulet as the man show) then we are talking about an amulet that's valued to the ball park of 2-15 million Baht.
I don't have any very expensive amulets and still my everyday paracord necklace with 5 amulets is valued to over 60,000 Baht just for the amulets!

I started to think this is a thing of honor in Thailand if beatings don't end at least with a giant pool of blood.

You have a point about him being first time visitor and not be aware of the fact that pattaya is notorious with it's chain snatching thugs unlike most cities in China but in this day and age considering how violence has gone up all over the world, it's common sense to research just a little on internet before you land on foreign soil with a $3000 gold chain around your neck as that is a high number no matter which income bracket you are in. Furthermore, the point isn't whether $3000 made a dent or not in his wallet.It's about life and death as In many places in the world you may get murdered for wearing jewellery far less valuable than that. I feel sorry for the poor guy though!

So once a legally issued permit can be proven to be gotten illegally if investigated thoroughly.
If people had not complained (because their view got blocked), an investigation wouldn't have been conducted.
Based on this, can we assume the same for most of the projects in this City during that period?
