I think that he meant more than sales hours, but I could be wrong. Production checks, licensing, age verification systems, tax. But I do not infer that cannabis will be regulated EXACTLY like alcohol, more like similarly regulated. Assuming those hours are not changed/eliminated - something mentioned as a legislative possibility - then yes, I could see cannabis shops sales hours being limited. Most don't open much before noon anyway.

The "plant" is 100% legal. Flower is now a "controlled herb". I'm not sure there are any other "controlled herbs", so this is new ground? Some "controls" are defined now, more will be either with edicts or legislation or both. Extracts of the plant (flower, obviously) greater than 0.2 % THC are illegal. That includes shatter, budder, crumble, (vape) oil, hash (possibly), live resin, wax, distillate, isolate, crystalline, terp sap, RSO. Many of these variants are sold here, imported, although there are some home-made vape oil carts.

I wouldn't think so. But obviously you can ask at the front desk. I think most people smoke in their homes, or outside their homes. Tourists probably just smoke outdoors? I guess you could ask them where they smoke? A leading cause of death here is gravity overdose, which usually involves a balcony. Maybe best not to smoke there, unless you're on the ground-level floor.

My quick read is that the primary defense is that the Cannabis Bill will "control" cannabis, and that progress should re-commence on that activity. Input to the bill from all concerned parties will be listened to, debated, and added or rejected. Assuming the Bill passes at some point, other efforts to re-criminalize cannabis (Administrative Court) will be stopped. Cannabis usage for recreational purposes will be tolerated, much like the services sex workers provide, and controlled. Many of the controls are already in place of course (20 YO, pregnant, public nuisance, licensing, etc.). The Bill, and the resulting Cannabis Commission (24 members proposed with Anutin as the Chair), would continue to refine controls.

They are "meeting to discuss". This step follows the formation of a committee in the Thai government operating flow chart. After the "discussion" the NCB may comment on their discussions. No one, other than a "Court" makes decisions, and even those are often "suggestions". Re-criminalizing Cannabis will require much more effort than allowing it to maintain its current status.

Anti-cannabis zealots know they are fighting a losing battle so they need to construct false arguments to buttress their position. And those arguments need to big, scary and at their core, unprovable. They hope to create fear, but ultimately just end up making themselves look silly. Meanwhile the Kingdom drowns under the weight of a methampetamine crisis, with per dose prices reaching single-digits. And there are no controls on the sale of meth. Can't see the NCC adding Cannabis back as a Category 5 "Narcotic". This is simply allowing the opposition to have their say, hear their arguments, and then fashion both replies and eventual legislation. While they could revert to medical-only, I don't see that happening. Eventually legislation will pass, and that will provide more controls - who can produce, who can sell, can anything be marketed, how can they sell, any new taxes, who can buy, who can use, where can you use it, etc. But in the end recreational cannabis use will remain as not illegal, a la sex workers.

Yes, but the OP mentions Delta (DL) as the airline operating the last segment. ANA are Star Alliance, and Delta is Sky Team. And yes, in many cases the excess baggage fee would cover all segments. And I do not think ANA flies TYO (HND/NRT) - DFW direct, non-stop. So much is lacking in the OPs post that any recommendations will be flawed.
