It shows a ceiling of 18,148 for BKK-HKT R/T (economy), 9,074 one way. I think they use some standard rate, measured in baht/Km, for all routes.
  15. Ideas are easy. Implementing them effectively without any planning is a recipe for failure. The MoPH already has a Village Health Care force with over one million volunteers. Expand that, and train 10% upwards to Practical Nurses. These volunteers have been a key part of primary health care in Thailand during the past four decades. They undertake health surveys, collect data, maintain family health records, and do disease prevention campaigns to support the public health authorities. Thamanat is running the show as Minister of Agriculture and Cooperatives, and with his vast experience, he probably knows what's best.
  18. Given the prison system is overwhelmed with ~ 350,000, in a stated capacity of 200,000 - 80% of whom are on drugs/meth charges - there is no other option than diversion programs. The question is, are those diversion programs up and running and financed for success? Just kidding, this is Thailand. They'll be sent to military facilities for a few weeks and released.
