As an owner of several condos past and present in Bkk i can tell you that there is not an established market price indicator to what you're looking for, it is all up to location, size, age and amenities of the building that will form the value of the premises, sometimes even in the same street or the same building you'll find different prices. so it is the leg work and time to find the one that suits your needs. -
I have a strong dislike to the common Myna bird of Thailand that screams its head off relentlessly 24 hours a day, The bird can imitate human voices and has a number of sharp calls and chatter. This includes croaks, squawks, chirps, clicks, whistles and ‘growls’, while poop can be cleaned, this noise pollution can drive a person mad and it's unstable.

He probably did to others too, I'll be surprised if he has a property to rent at all and it's just another scam, what you can do is to get someone else to contact him and see if he does it again and record him and then lodge a complaint with the BIB. -
