Buy it back? why not exchange the dodgy one with a real new vehicle and by that giving the woman what she paid for. -
It seems that the boys in uniforms are pretty busy now days in Phuket preforming all kinds of inspections and arrests, seeing the busy season there is afoot and business is good and therefore the results of those inspections, confiscations and arrests are bountiful.

Interesting anecdote, a fragment of papyrus showing a roman soldier's salary calculations has been discovered in Masada Israel (Masada is an ancient fortress in southern Israel’s Judean Desert where the Roman army has besieged the revolting Jewish group) that the soldier salary was much less than his expenses docked the army and it was assumed that lotting and keeping the loot was the real reward of why a roman soldier has joined the army back then. -

For the needs of Thailand's air defence those plans will do the job specially after the system upgrades by the Israeli company Elbit and without spending hundreds of million on the more modern planes Thailand doesn't really need.

Without knowing where the money was transferred to and what bank are you referring to, local or overseas, the least you can do now is get a written confirmation from the developer that they indeed received the money and with that you can sleep soundly. -
If i were a Russian i would too, run away from that place myself, and as far as i could, not a nice place to be in at the moment.

Difficult question to answer as Bkk has like thousand plus hotels and you need to know most of them to answer this question so that leave you with searching manually for the one that suit you best.
