BANGKOK (NNT) - The Thai Bankers’ Association has assured that banking applications are secure and stable, emphasizing the necessity of facial scanning for transactions exceeding 50,000 baht each time. The announcement was made following reports of a police arrest involving a programmer selling software designed to transfer funds and bypass facial recognition in banking apps for transactions over 50,000 baht. The Thai Bankers’ Association has acknowledged the issue and inspected the banking sector’s systems. The association clarified that such software cannot be used on regular customer accounts as it requires complete access to personal data. The information includes bank account numbers, national ID numbers, mobile phone SIMs, and devices used for mobile banking. Not to mention that, in order to gain access to a personal banking account, the system also requires all identity verification information like PINs or personal identification numbers, One-Time Passwords (OTP), and facial scans. In the incident that was reported, the fraudsters facilitated money transfers from so-called "mule accounts" with the consent of the account holders, thus gaining access to all their personal information and carrying out transactions. The Association asserts that transfers of funds of more than 50,000 baht per transaction and more than 200,000 baht per day still require facial recognition verification, adhering to the standards set by the Bank of Thailand. The case in question involved fraudsters attempting to circumvent the facial scan requirement. The association reiterated that the mobile banking systems of all banks are secure and stable, with commercial banks placing a high priority on user security by continuously investing in and enhancing security measures. Nonetheless, the Thai Bankers’ Association and its member banks said they were aware of the increasingly complex and varied financial threats, prioritizing the security of financial transactions and the protection of customers’ personal data. They cooperate closely with relevant agencies to establish more effective financial risk prevention and management guidelines. Deputy Government Spokesperson Kanika Aunjit announced that the 10th committee meeting for this year of the HSRI set a three-year plan for organizational propulsion to align with government health policies. The focus is on creating a more effective public health system and being able to support during emergency situations. The universal healthcare policy, which aims to cover all diseases for a nominal fee of 30 Baht, is set to become even more pivotal. The policy will expand services to a broader populace, especially vulnerable groups, in the spirit of equality. The institution will focus on ‘Frontier Research’ in accordance with the government’s mandate to the Ministry of Public Health to advance policies in 2024. The implementation of these plans aligns with the Quick Win strategy. The plan includes increasing urban service accessibility, rehabilitation for mental health & drug addiction, and comprehensive cancer prevention and treatment. In addition, it will boost medical staff morale, enhance primary healthcare, and digital health, and promote fertility, among others.   10. A ten-wheel truck plunged into a hole on Soi Sukhumvit 64 in Phra Khanong district this morning (Wednesday), worsening the traffic congestion. The accident happened at about noon, obstructing three lanes of the road. Police have warned motorists to avoid the area. Initial reports indicate that a taxi driver and a food delivery driver were injured in the accident. Bangkok governor Chadchart Sittipunt rushed to the area to assess the situation.The governor said that an initial investigation has found that the Metropolitan Electricity Authority was installing electrical conduit under the road and a large steel sheet was used to cover the surface of that section. Chadchart said an investigation will be conducted to determine why the truck fell into the hole. This assurance was in response to news of the arrest of a programmer, who claimed to have developed software that can transfer money and unlock facial recognition features within banking applications, making it possible to bypass biometric scanning and transfer amounts exceeding 50,000 baht through the software. The Computer Emergency Response Team has conducted system checks throughout the banking sector and discovered that the software in question cannot be used with customer accounts because, to do so, it would require the account owner’s personal information, such as ID card number, bank account number and mobile phone SIM card.
