A Russian tourist, described by Pattaya police as being highly intoxicated, fell from his elevated apartment room and suffered non-life-threatening injuries. The incident was reported to Pattaya police at 7:30 PM on Monday, November 6th. The police coordinated with Sawang Boriboon rescue workers before rushing to the scene at an unnamed apartment in Soi Chaloem Phrakiat 9, Nongprue sub-district, Banglamung district, Chonburi province. There, authorities discovered a stranded Russian male, identified as 37-year-old Igor Nechitailo, on the canopy roof of the second floor. It was reported that the tourist had accidentally fallen from his room on the third floor. Fortunately, the canopy roof prevented him from falling further, potentially saving him from more serious injuries. A tangle of overhead cables in an alley in Pattaya burst into flames, causing a temporary blackout this morning. City workers raced to restore power in Soi Boonsamphan 9, Nongprue sub-district, Banglamung district, Chonburi province, after a bunch of overhead cables suddenly caught fire and resulted in a widespread power outage. The incident reportedly took place today, November 7th, prompting the Pattaya fire department to rush to the scene. They used water to quickly quell the raging fire before it could spread to nearby houses. BANGKOK (NNT) - Chiang Mai’s tourism leaders are calling for urgent government action to address the city’s hazardous smog problem as the peak season approaches. The group is advocating for the expedited passage of the Clean Air Act and the implementation of effective measures to mitigate pollution, particularly from agricultural practices. Tourism Council President Punlop Saejew has highlighted the complex nature of the PM2.5 haze issue, stressing the need for a collaborative approach involving incentives for compliance and penalties for violations within the proposed legislation. The council also suggests that the government should reward farmers who abstain from slash-and-burn techniques by supporting their crop production and finding alternative livelihoods for those who rely on forest burning for income. To fund these pollution-reducing initiatives, a proposal for a dedicated fund has been put forth, which could offer tax incentives to investors. This fund would also support the transformation of local agricultural practices to more environmentally friendly methods and provide the necessary equipment to help control burning and smog. The private sector, including Chiang Mai University, is now working on technological solutions like air purifier towers, and the province has introduced a reservation system for controlled agricultural burning to better manage and reduce the incidents of unregulated fires. Despite these efforts and the return of tourists to the region, there is concern among industry operators about the long-term impact of the smog on Chiang Mai’s image, particularly with long-stay visitors and digital nomads who tend to leave during the smog’s peak season. A pickup truck sustained damage when its two front wheels fell into a huge hole in the road at a junction on Ratchaprarop Road, after a section of the road subsided at about 6pm on Monday, forcing traffic police and city officials to close the road so workers with heavy machinery could repair it. Witnesses claim that they saw a ten-wheel truck, laden with soil, pass through the intersection, heading towards Chaturathit Road, before the road subsided and trapped the pickup truck. Suphamit Laithong, head of the drainage and sewerage office of the Bangkok Metropolitan Administration, told the media that workers used concrete slabs and two rubber sheets to cover the gap in the road, before pouring mixed concrete to seal the gap. He said the concrete has to harden before the road can be reopened. The Thai embassy in Tel Aviv said it continues to operate and assist those wishing to return to Thailand. This update comes following the return of nine Thai foreign affairs officials who were assisting in evacuation efforts. Prime Minister Srettha Thavisin said during a recent interview that photographs received show that the Thai individuals abducted by Hamas are still alive, offering some reassurance amidst a tense situation. He added that ongoing negotiations hint at the possibility of a release if a temporary ceasefire occurs. The recent conflict has had a significant impact on the Thai community in Israel, with reports of abductions, injuries, and fatalities. In total, the Foreign Affairs Ministry has reported 24 abductions and 34 deaths, while over 7,000 have been repatriated. Labor Minister Phiphat Ratchakitprakarn elaborated on the financial predicament facing Thai workers in Israel, explaining that many are staying to fulfill financial obligations, fearing the inability to find comparable work elsewhere. BANGKOK (NNT) - Myanmar has pledged to assist in the repatriation of 164 Thai nationals detained in the town of Laukkaing in Shan State, following discussions with a senior Thai police official. Deputy National Police Chief Pol Gen Surachate Hakparn traveled to Yangon on November 6 where he received confirmation from Myanmar officials that the Thais would be returned. During his visit, Pol Gen Surachate met with high-ranking police officials in Myanmar to negotiate the release of the Thais, who were accused of participating in call center fraud operations. The Thai official presented the case that the majority of the detainees were, in fact, victims of human trafficking coerced into working for these gangs. The situation is complicated by the fact that Laukkaing is located in a region beset by armed conflict. The plan is to initially move the Thai detainees to Kunming in China via the northern border and then facilitate their journey back to Thailand. According to Pol Gen Surachate, the Chinese government has already given its consent for the Thais to enter China, and Thailand is in the process of finalizing the repatriation arrangements with both Myanmar and Chinese authorities. These sectors encompass a wide range of cultural and economic areas including food, sports, festivals, tourism, music, books, movies, games, arts, design, and fashion. This initiative is set to roll out in three phases. The initial phase will last 100 days, focusing on logistical setups such as registration venues and regulatory amendments, as well as cultural events like the Winter Festival. The subsequent phase, extending through April, will launch the "One Family One Soft Power" (OFOS) project and set the groundwork for the THACCA’s establishment. This phase also includes the Water Festival and a Soft Power Forum. The final phase, stretching until October 3, 2024, has the ambitious goal of training 1 million people and will coincide with significant cultural showcases such as film and music festivals, along with reinforcing Thailand’s cultural presence in global events. The plan is divided into three segments: ’Headwaters,’ focusing on training initiatives; ’Midstream,’ dedicated to developing the creative industries; and ’Downstream,’ which will promote Thailand’s cultural influence worldwide. The Ministry of Foreign Affairs is tasked with global promotion, while the Ministry of Culture aims to generate significant economic value from these cultural undertakings. According to Narit Therdsteerasukdi, secretary-general of the Board of Investment (BoI) and secretary of the National Electric Vehicles Policy Board, Saudi Arabia’s Public Investment Fund (PIF) has entered into a joint venture with Taiwan’s Foxconn, to develop and produce “Ceer” brand electric vehicles in the desert kingdom, with German car manufacturer BMW providing technology and innovations. He said that the PIF has also bought a 60% stake in US-based Lucid Motor, to produce “Lucid” brand EVs in Saudi Arabia. The production plant, located in the King Abdullah Economic City, was officially opened in September. Thai PM aware of death threat Prime Minister Srettha Thavisin said today that he has received a police report informing him that a man had posted a death threat online, because he is claimed he is disappointed by the failure of the Pheu Thai party to keep its manifesto promises. Police from the Cybercrime Suppression Division have arrested the suspect, who posted the threat on the X platform. The as yet unidentified man claimed, however, that he made the threat out of a sudden impulse and disappointment. Responding to the threat, the prime minister said that he will leave the matter to be handled in accordance with the law, adding that the government must remain receptive to divergent views, including dissenting opinions. A tragic motorbike collision in Chiang Mai saw a young man lose his life after crashing into a tree at high speed. The incident, which took place in the early hours of today was attended by local police and emergency services who confirmed the fatality at the scene. Local law enforcement from the Chiang Mai Municipality Police Station reported that an emergency call was received, detailing a motorbike collision with a tree outside a local noodle shop on the Outbound Canal Road (Mae Hia Kaset Curve), in the Mae Hia subdistrict of Chiang Mai. Emergency services from the Chiang Mai Municipality, Ping Khon Kaen, and Mae Hia Municipality were dispatched to the scene immediately. Upon arrival, they discovered the deceased, a man named Jai, a 30 year old Thai worker. His body was found in a grim state with severe head injuries and blood at the scene.
