BANGKOK, 7 November 2023 – UNICEF, in cooperation with Ministry of Social Development and Human Security (MSDHS) and Thailand Safe Internet Coalition (TSIC) today launched #CautionFirst campaign urging children and adolescents to “think twice” before sharing photos, videos and personal information online. The campaign aims to protect children from online sexual exploitation and abuse after studies show that an alarming number of children in Thailand have become victims of online abuse. According to the Disrupting Harm report released in 2022 by UNICEF ECPAT and INTERPOL, around 400,000 children aged 12-17 years in Thailand – almost 1 in 10 – were victims of online sexual abuse and exploitation in 2021. These incidents mostly happened on social media channels, and often involved sexual images and videos of children being shared, blackmailing, or the forcing of children to engage in sexual activities. “This campaign aims to address the alarming trend of online child sexual extortion. That’s why everyone has to play a crucial role in ensuring the protection of children online and we must do so together,” said Varawut Silpa-Acha, Minister of Social Development and Human Security. “MSDHS is also promoting safe online behaviors among children. He noted that the temporary visa waiver has been well received among Kazakhstani citizens. In the first half of the year, tourist numbers from Kazakhstan to Thailand rose to approximately 100,000. Today, 37 year old Theerawich (no surname given) and 30 year old Parichat (no surname given) were caught by Phetchaburi highway police with a red Ford pickup truck and a motorcycle as evidence. The culprits had made off with a red Ford pickup, a watch, and 10,000 baht in cash. After receiving the report, the police alerted multiple highway points to be on the lookout. It was at 9pm yesterday, that Petchaburi highway police spotted the said vehicle on Petchkasem Road, Wang Manao sub-district, Pak Tho district, Ratchaburi Province. A chase ensued as the suspects sped away, eventually entering a dead-end road near the railway. Unable to proceed further, Theerawich, the driver, quickly exited the vehicle and fled into a nearby residence, where he changed clothes in an attempt to deceive the officers. However, residents alerted the police to his whereabouts, leading to his arrest. Simultaneously, Parichat who had escaped into the woods was also apprehended, reported KhaoSod. A Thai woman took to social media to demand responsibility from her foreign neighbours after their personal cannabis use allegedly caused her son’s illness. The woman, Arpapan Jaiman, posted on Facebook on November 2 that a foreigner had just rented a room within her condominium in the northern province of Chaing Mai. Arpapan accused the foreigner and his friends of smoking cannabis inside the room. Arpapan later revealed with Channel 3 that the incident occurred at about 6.40pm on October 31. She and her four year old son could smell the strong odour of cannabis in the hallway which made them feel dizzy and lightheaded and later gave them headaches. Arpapan then reported the issue to the condo caretakers. At about 10pm, her son started crying but was unable to tell her what was wrong with him. She thought he had a headache and gave him the medicine. However, the symptoms did not get better and the boy started vomiting and then lost consciousness. She reached out to the condo caretakers to get an ambulance to take her son to the hospital. According to Arpapan, the doctor concluded that her son had been affected by cannabis smoke. Arpapan explained that the room next to her was owned by a Chinese national. The Chinese owner opened the room for rent and most of the tenants were foreigners. She asked her foreign neighbours to stop using cannabis and pay compensation to her and her son but the foreigners refused. Authorities are investigating the alleged sexual assault of a teenage girl by a minivan driver. The victim is currently hospitalised and unable to provide a statement due to her condition. The police are urgently examining a red liquid substance found in the vehicle. The case came to light when the family of the 13 year old girl, referred to as A to protect her identity, filed a complaint with the police at Waeng Noi Police Station and Bang Kho Laem Police Station on November 2. They alleged that the girl had been sexually assaulted by the minivan driver. Currently, the Metropolitan Police Bureau investigators are collaborating with Waeng Noi Police Station to collect information. Despite not being able to take the statement from the 13 year old girl, the police are actively investigating the case. They also inspected the minivan to ascertain the truth about the alleged sexual assault. The minivan driver, who transported passengers on the day of the incident, voluntarily presented himself to the investigators to prove his innocence. The police immediately sent the vehicle for forensic examination at the Forensic Science Division 4 to compile evidentiary testimonies from all aspects before proceeding with further legal actions. The grandmother of the 13 year old victim tearfully recounted the incident, stating that the minivan driver, had been driving for 30 years without any such incidents. The arrest occurred at a residence in Huai Khwang, Bangkok, and was led by Police Colonel Sunthorn Malawet, the commander of Somdet Chaopraya police station, alongside Police Colonel Niphol Suknium, the commander of the 8th division of the Metropolitan Police Bureau. The arrest was made following a warrant issued by Thonburi Criminal Court, numbered 868/2023, dated November 7. The crime was committed on 2 November. The victim, an American woman, met the suspect, known only as Tim, through the Tinder app. After meeting at a bar, the suspect asked if he could stay at her place, to which she agreed, stating that there would be no sexual intercourse as she had to work in the morning. However, at 2am on November 3, the suspect allegedly sexually assaulted her against her will. The victim then managed to evict the alleged rapist from her apartment. After receiving the report, investigators from Somdet Chaopraya Police Station, officials from the 8th division of the Metropolitan Police Bureau, and officers from the Immigration Bureau and the Tourist Police Bureau cooperated in the investigation. They interrogated the victim, and witnesses, and tracked down the suspect, Ho, a 25 year old Chinese national. The illicit merchandise seized by the police was an assortment of mushrooms, each variety carefully stored in separate jars. The report stated that a brochure, advertising the mushrooms for sale, was also recovered from the scene. However, the report refrained from revealing the identity of the arrestee or the precise location of the shop. The individual apprehended now faces charges of possession of a Category 5 narcotic, specifically buffalo dung mushrooms, without the necessary permissions. This piece of information was also revealed in the report, which, despite its brevity, provided a clear picture of the events that transpired, reported Phuket News. Police in Phuket have arrested a woman accused of opening bank accounts for call centre scammers, defrauding victims to the tune of 1 million baht. Over the weekend, officers from the Central Investigation Bureau arrested the woman, identified only as Ms Wiparat, at a property in Chalong. Wiparat is accused of opening bank accounts used for online criminal activity and fraud, and importing false information into computer systems causing other damage. The suspect has been taken to Bangkok’s Nong Khaem Police Station for legal processing. The CIB was responding to several reports from victims targeted by scammers. According to victims’ testimonies, the scammers would call them, pretending to be police officers. They would claim to have made a number of arrests of drug and money laundering suspects and had seized bank accounts they believed belonged to victims. The Thai man, Apichart Prommathat, shared the story on his Facebook page Der Baag (เดอะแบก) at 9am yesterday, November 6. Apichart began his story with a warning to trekkers to be aware of leeches while trekking. “Today, I am going to share my personal experience which happens probably only once in 10,000 times or even once in 100,000 times: a leech that gets stuck in your eye. Many people may find this unbelievable but it is true and very frightening.” Apichart revealed that he was trekking with a friend. The friend put his camera on the ground while looking for a good spot to take a picture. Meanwhile, a leech then climbed over the viewfinder. The friend then picked up his camera and did not notice the leech as he put the viewfinder to his eye to take a picture of some trees. On November 6th, 2023, Thai Cyber Crime Investigation (CCI) officers held a press conference on extensive online gambling websites and captured masterminds in Pathum Thani, Prachinburi, and Chanthaburi. Their annual financial income was reportedly 1.3 billion baht. According to the police report, the CCI officers conducted an investigation on three online gambling websites: Meslot789, Winnerslot555, and Major168. The alleged online gambling websites provided football bets, slots, and other gambling games for users and conveniently had automatic deposit-withdrawal systems via Thai banks and websites. The CCI officers gathered all the evidence and requested search warrants and arrest warrants from the Thai courts. On November 7th, 2023, Mr. Anutin Charnvirakul, the Deputy Prime Minister, clarified to Thai national media about the extension of opening service hours of entertainment districts to 4 AM in four pilot provinces. At present, the Ministry of Interior is in the process of reviewing and listening to various opinions and complaints from locals and owners of entertainment venues before presenting them to the cabinet, said Anutin. Anutin apologized for misleading information from the previous statement that the extended-hour services will not cover alcohol sales until 4 AM which is incorrect. He meant to mention service establishments that are similar to entertainment venues that could provide alcoholic beverages until midnight such as late-night restaurants, karaoke, and similar businesses. Qualified entertainment venues in approved, legal, entertainment zones would be allowed to serve alcoholic beverages until 4AM.
