A tragic vehicular accident involving a six-wheeled private delivery truck and a student minibus resulted in the death of the minibus driver and injured over 20 students. The incident occurred today in the jurisdiction of Pa Daet Police Station, Chiang Rai. The authorities were notified about the accident on Road No. 1126 in the Mai Tai Village, Moo 6, Pa Daet, Chiang Rai. Upon receiving the information, officers from Pa Daet Police Station, the Chiang Rai Disaster Prevention and Mitigation Office, the Department of Highways, local administrative organisations, and area rescue units immediately rushed to the scene. The vehicular accident site was a two-lane straight road with traffic moving in opposite directions. The uphill lane had a Toyota minibus, grey with registration number NAK937, Chiang Rai, parked within its lane. The front of the minibus was severely damaged due to a head-on collision with a white Isuzu six-wheel delivery truck, Bangkok registration number 3THCH2139. The impact was such that the roof of the minibus caved in on the driver’s side while the truck overturned and lay next to it. Police officers from Wang Thonglang Station apprehended two young men accused of dealing methamphetamines. The suspects, both from Yingo District in the Narathiwat Province, attempted to flee upon spotting the officers. They discarded their illicit drugs along the way, which were later recovered. Both confessed to intending to sell the drugs to teenagers. The arrest took place in the middle of the night yesterday in Soi Ladprao, 122 Junction 7, Wang Thonglang District. The police were tipped off by a local who had noticed the two acting suspiciously near the entrance of Soi Ladprao 122 Junction 7. The resident, identified as Yotsapon Chanthanachat, followed the suspects, identified as 26 year old Irfan Samae and 25 year old Abdulrohlorn Salawbaya who, upon noticing him, tried to escape. He called the police, who promptly arrived at the scene, reported KhaoSod. The discarded items were identified as four plastic bags containing 800 red, flat, round methamphetamine pills stamped with the letters WY, wrapped in blue plastic. Upon questioning, both suspects admitted to possession of the drugs and their intention to distribute them among the youth in Soi Ramkhamhaeng 53. Endangered Blue-tailed Cave Racer snakes have been spotted mating in a cave in Krabi province, stirring excitement among cave explorers and prompting calls for conservation. Manasathit, also known as Guide Nong, a 40 year old member of the Krabi Cave Lovers Club, led a group of national and international fossil experts on a cave expedition in the Ao Luek district. There, they discovered two Blue-tailed Cave Racer snakes in the act of mating inside a cave hole. These snakes are considered a rare protected species listed in the CITES (Convention on International Trade in Endangered Species). Having the chance to witness them is a rare and fortunate event, as these creatures are difficult to find and only inhabit large caves. The sighting sparked great excitement among the explorers. Blue-tailed Cave Racer snakes are legendary among southern locals who believe they guard treasures. This is because these snakes live in deep caves and feed exclusively on large bats. If a cave doesn’t house bats, it’s unlikely to find this snake species residing there, reported Sanook. In a surprise discovery, a Buddha statue believed to be over 100 years old was unearthed from a mango tree at a renowned temple in Chon Buri. This finding came about during the temple’s preparation for the Kathina ceremony scheduled for November 5 when the temple monks were asked by the abbot to cut down the mango tree. In the process of cutting down the approximately 80 centimetres wide and 10 metre tall mango tree, the tree fell, and as it was being sawed into pieces, the workmen discovered a green Buddha statue nestled within the trunk. The smiling statue was promptly removed and is now being venerated at the temple. This morning, October 25, reporters visited the temple, Wat Nong Sang Prachabamrung, located in Phanat Nikhom district, Chon Buri. Inside the temple, a variety of trees were seen, and the site where the mango tree once stood was pointed out. The tree stump and the traces of the cut were all that remained. Upon enquiry, a monk from the temple, Kitisak Thalo, recounted the events of yesterday. The temple’s abbot had hired a tree surgeon from outside to cut the tree as he needed the wood. Three Burmese men sought help from the non-profit organisation Saimai Survive after accusing Thai officers at Borwin Police Station in Chon Buri of filing false charges in a bid to arrest and physically assault them to extort 100,000 baht. After receiving the complaint from the Burmese men, Saimai Survive, posted the story on Facebook yesterday, October 24, along with a picture of a scar from the alleged physical assault on the back of one of the Burmese men. The organisation said that on October 22, Borwin Police Station patrol officers arrested three Burmese men and accused them of entering Thailand illegally. The Burmese men insisted that they were in the country legally and could prove their status but the police ignored them. According to the Burmese nationals, officers took them to the police station and forced them to admit the charge as they physically assaulted them. The officers then demanded 100,000 baht and promised they would close the case. They had no choice and agreed to pay the money for their safety. The Burmese men told the organisation that one of the police officers arrogantly boasted after extorting the money. The passenger revealed that, due to a long queue, they could not buy a ticket before the train’s arrival. The ticket booth was subsequently closed, and everyone in line was directed to buy tickets on the train. Once on board, passengers were charged an additional 100 baht (US$3) fee by the ticket inspectors. This fee was imposed on all passengers who had not been able to purchase their tickets earlier, including students. The passenger questioned who was responsible for the incident, as it seemed unfair for those who had done nothing wrong but had to bear the additional cost of 100 baht, which could have otherwise been spent on two meals, reported Sanook. Police across Thailand today will begin implementing the Public Penalty Act, which allows for fines instead of criminal punishments. The new mandate, signed by the National Police Chief, ensures that individuals won’t face imprisonment or detention in lieu of fines and that their offences will not be recorded in their criminal history. This move took effect today at the National Police Office, where Torsak Sukwimol, the police chief, signed off on a written order dated yesterday, October 24. The Public Penalty Act, enacted in 2023, came into force on June 22, 2023. It was established that laws under Schedule 1 and Schedule 3 of the Act would be implemented from today, October 25 onward. Thus, to ensure the smooth and comprehensive implementation of the law, the police force is directed to follow the order of the modus operandi under the Public Penalty Act, 2023. The order can be downloaded using the QR code provided at the end of this document, reported KhaoSod. The Public Penalty Act is a law that determines appropriate penalties or punishments in line with the severity of the offence. It aims to prevent individuals from facing undue punishment. The Act, which came into force in 2023, replaces criminal and administrative fines with “public penalties”—monetary fines payable to the state. Angela Macdonald, the Australian Ambassador to Thailand, and Deputy Chief of the Royal Thai Police Surachate “Big Joke” Hakparn joined forces in Phuket yesterday to participate in the Countering Child Sexual Exploitation Regional Dialogue Thailand 2023. The dialogue, taking place at the SAii Laguna Phuket resort in Cherng Talay, brings together law enforcement officials and NGO representatives from nine nations, including Thailand, Australia, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, and Vietnam. Big Joke, who is also the Director of the Police Crime Suppression Division, emphasised that the primary focus of the dialogue is to strengthen regional cooperation and cross-border collaboration in the fight against child sexual abuse and other forms of child exploitation. The collaboration involves the Australian Federal Police (AFP) and law enforcement agencies across Southeast Asia, intending to increase expertise in various fields and develop regional capacity to combat child sexual abuse effectively. Helen Schneider, Commander of the Australian Federal Police and of the AFP’s Australian Centre to Counter Child Exploitation and Human Exploitation, is also among those attending the event, which started yesterday and continues until Friday. The Royal Thai Police and the Australian Federal Police have a long history of collaboration, as highlighted by Surachate. He pointed out their joint efforts in various areas, such as Operation Taskforce Storm and the creation of a network to prevent and suppress transnational crime, reported The Phuket News. Thailand’s top six banks reported a meagre loan growth of 0.71% in the first three quarters of 2023, as compared to the same period in 2022. This slowdown is primarily due to reduced loan uptake by small and medium-sized businesses (SMEs) and an increase in household debt. The six banks—Bangkok Bank (BBL), Kasikornbank (KBank), Krungthai Bank (KTB), Siam Commercial Bank (SCB), Bank of Ayudhya (Krungsri), and TMBThanachart Bank (ttb)—recorded a combined loan portfolio of 13.6 trillion baht (US$376,428,960,000) from January to September. Among these, SCB X, an affiliate of SCB, topped the list with a loan growth of 4.4%. On the other hand, KBank and ttb reported a contraction in their numbers of 2.29% and 0.98%, respectively. Krungsri, in its report to the Stock Exchange of Thailand (SET), attributed the increase of 67.4 billion baht in loans over the nine months mainly to SME and retail loans from its overseas subsidiaries in the second quarter. The bank’s SME loans saw a growth of 10% during this period. BBL, Thailand’s largest lender by total assets, cited an increase in corporate loans and those made through its international networks as the principal drivers behind its nine-month loan growth, reported Bangkok Post. A video of a drunk-driving Buddhist monk in an inebriated state, engaging in a traffic altercation, has gone viral online. The monk, driving a sedan, collided with another vehicle after crossing into the wrong lane. The incident escalated into a verbal dispute with the other party involved. The police were called, and an alcohol test revealed that the monk’s alcohol level was a staggering 199 milligrams percent. The incident occurred on Monday, October 23. The video was recorded by a 27 year old teacher Anuwat (surname withheld). Anuwat was driving home with his grandmother after dinner when a sedan crossed into his lane and hit his vehicle. He was surprised to find that the driver was a Buddhist monk who appeared to be intoxicated. On confronting the drunk-driving monk, Anuwat found him uncooperative and evasive. The monk even attempted to flee the scene, prompting Anuwat to remove his car keys and wait for the police to arrive.
