A popular Facebook page shared a complaint about train station staff closing ticket booths and directing passengers to purchase tickets on-board, leading to an additional 100 baht fee. The State Railway of Thailand (SRT) has since clarified the situation and offered a refund. A local train passenger yesterday took to the famous Facebook page อยากดังเดี๋ยวจัดให้ รีเทริน์ part 6 to express concern over an incident at a train station. The passenger revealed that, due to a long queue, they could not buy a ticket before the train’s arrival. The ticket booth was subsequently closed, and everyone in line was directed to buy tickets on the train. Once on board, passengers were charged an additional 100 baht (US$3) fee by the ticket inspectors. This fee was imposed on all passengers who had not been able to purchase their tickets earlier, including students. The passenger questioned who was responsible for the incident, as it seemed unfair for those who had done nothing wrong but had to bear the additional cost of 100 baht, which could have otherwise been spent on two meals, reported Sanook. Public Penalty Act: no imprisonment for minor offences, fines only Picture courtesy of Thairath Police across Thailand today will begin implementing the Public Penalty Act, which allows for fines instead of criminal punishments. Police across Thailand today will begin implementing the Public Penalty Act, which allows for fines instead of criminal punishments. The new mandate, signed by the National Police Chief, ensures that individuals won’t face imprisonment or detention in lieu of fines and that their offences will not be recorded in their criminal history. This move took effect today at the National Police Office, where Torsak Sukwimol, the police chief, signed off on a written order dated yesterday, October 24. The Public Penalty Act, enacted in 2023, came into force on June 22, 2023. It was established that laws under Schedule 1 and Schedule 3 of the Act would be implemented from today, October 25 onward. Thus, to ensure the smooth and comprehensive implementation of the law, the police force is directed to follow the order of the modus operandi under the Public Penalty Act, 2023. The order can be downloaded using the QR code provided at the end of this document, reported KhaoSod. The Public Penalty Act is a law that determines appropriate penalties or punishments in line with the severity of the offence. It aims to prevent individuals from facing undue punishment. The Act, which came into force in 2023, replaces criminal and administrative fines with “public penalties”—monetary fines payable to the state. Thai banks see 0.71% loan growth as SMEs and households struggle Picture courtesy of Bangkok Post Thailand’s top six banks reported a meagre loan growth of 0.71% in the first three quarters of 2023, as compared to the same period in 2022. Thailand’s top six banks reported a meagre loan growth of 0.71% in the first three quarters of 2023, as compared to the same period in 2022. This slowdown is primarily due to reduced loan uptake by small and medium-sized businesses (SMEs) and an increase in household debt. The six banks—Bangkok Bank (BBL), Kasikornbank (KBank), Krungthai Bank (KTB), Siam Commercial Bank (SCB), Bank of Ayudhya (Krungsri), and TMBThanachart Bank (ttb)—recorded a combined loan portfolio of 13.6 trillion baht (US$376,428,960,000) from January to September. Among these, SCB X, an affiliate of SCB, topped the list with a loan growth of 4.4%. On the other hand, KBank and ttb reported a contraction in their numbers of 2.29% and 0.98%, respectively. Krungsri, in its report to the Stock Exchange of Thailand (SET), attributed the increase of 67.4 billion baht in loans over the nine months mainly to SME and retail loans from its overseas subsidiaries in the second quarter. The bank’s SME loans saw a growth of 10% during this period. BBL, Thailand’s largest lender by total assets, cited an increase in corporate loans and those made through its international networks as the principal drivers behind its nine-month loan growth, reported Bangkok Post. A video of a drunk-driving Buddhist monk in an inebriated state, engaging in a traffic altercation, has gone viral online. The monk, driving a sedan, collided with another vehicle after crossing into the wrong lane. The incident escalated into a verbal dispute with the other party involved. The police were called, and an alcohol test revealed that the monk’s alcohol level was a staggering 199 milligrams percent. The incident occurred on Monday, October 23. The video was recorded by a 27 year old teacher Anuwat (surname withheld). Anuwat was driving home with his grandmother after dinner when a sedan crossed into his lane and hit his vehicle. He was surprised to find that the driver was a Buddhist monk who appeared to be intoxicated. On confronting the drunk-driving monk, Anuwat found him uncooperative and evasive. The monk even attempted to flee the scene, prompting Anuwat to remove his car keys and wait for the police to arrive. Education authorities issued a health warning about the sale of candy balls near schools. These products, which do not have Food and Drug Administration (FDA) approval and are not correctly labelled according to Ministry of Public Health announcements and Food Act B.E. 2522, could potentially harm children’s health. This was revealed today by Pheumpoon Chidchob, Education Minister. The FDA had alerted the Ministry of Education to the widespread sale of the candy balls popular among children and teenagers. These candies, which have not obtained product approval from the FDA, are sold in containers that do not comply with the Ministry of Public Health’s announcement and the Food Act. As a result, the FDA requested the Ministry of Education’s cooperation in preventing any potential health impacts on students, reported KhaoSod. The Education Minister was more than happy to respond to the request. “As schools are gradually reopening, we have instructed all educational institutions, including the Office of the Basic Education Commission (OBEC), the Office of the Private Education Commission (OPEC), and the Office of the Vocational Education Commission (OVEC), to communicate with the local education offices and private education offices in each province. They must monitor and track the sale of these candy balls around schools, following the FDA’s warning.” By Nattapong Westwood Caption: Picture courtesy of KhaoSod Full story: The Thaiger 2023-10-25 - Cigna offers a range of visa-compliant plans that meet the minimum requirement of medical treatment, including COVID-19, up to THB 3m. Thailand’s under-performing economy needs to be given a major boost, to increase its growth rate and pull the country out of the middle-income trap, while improving the livelihoods of people at all levels, according to Prime Minister Srettha Thavisin. In his keynote speech, given at an event hosted by the Economic Reporters Association, the prime minister pointed out that Thailand’s annual growth rate for the past ten years averaged 1.8%, the lowest in this region, while household debt rose from 76% to 90% of GDP, placing Thailand among the world’s top ten countries for household debt. He cited the case of about 30,000 Thais working in Israel, saying that most of them don’t want to be repatriated, despite the ongoing war between Israel and Hamas, because of the attractive pay and the fact that some Israeli employers have offered to double their wages. The star attraction remains Maya Bay although most people visiting the national park will visit other locations and islands in the archipelago. Annual revenue at the national park has jumped to over 270 million baht, with park chief Ratchanok Paenoi declaring it the top destination among marine national parks. The park is of course most famous for “the beach”, made famous by the 2000 movie of the same name and otherwise known as Maya Bay. Torrential rainfall was observed throughout Pattaya City and its surrounding areas early this morning, October 25th, lasting for nearly an hour. The onslaught of heavy rain occurred in line with the Thai Meteorological Department’s warning of increased rainfall and gusty winds across various regions of Thailand, including the northeastern, central, and upper southern regions, from October 24th to the 29th, 2023. This is due to the weakening of a high-pressure system and a cool air mass over upper Thailand and the South China Sea, coupled with an approaching monsoon trough. BANGKOK (NNT) - An increase in PM2.5 particulate matter has been noted in Bangkok and its neighboring provinces. The Pollution Control Department (PCD) has issued an air quality alert for 25 October. The elevated levels are attributed to a high-pressure system moving over the northeastern and central regions of Thailand. This system is causing stagnant air conditions and weak wind speeds, inhibiting the dispersion of pollutants for the next two days. Relief is expected from October 25th to 26th as rain is forecast, which will likely help disperse the accumulated pollutants. The Pollution Control Department is urging the public to avoid open burning, minimize vehicle use, take health precautions, and check air quality updates before leaving home.
