BANGKOK, Sept 15 (TNA) – The government is able to put flooding under control while inundation in eastern Bangkok results from unusual torrential rain, according to Interior Minister Anupong Paochinda. Answering a question on flooding in eastern Bangkok and other areas from the Pheu Thai Party, Gen Anupong said there were flooding and drainage problems because a monsoon trough and the southwest monsoon brought heavy rains to areas below dams. The government was discharging water from the Chao Phraya River into the sea and would be able to cope with deluges of water if there were a few more storms in the Chao Phraya river basin, the interior minister said. Minister of Interior Gen Anupong Paochinda today inspected the flood response operations in Lat Krabang district of Bangkok, starting at Khlong Phraya Phet bridge currently equipped with water pumps provided by the Department of Disaster Prevention and Mitigation. The interior minister later visited Khlong Tub Yao bridge to observe Bangkok Metropolitan Administration’s flood response operations run by the city’s Department of Drainage and Sewerage, where he met with the Governor of Bangkok Chadchart Sittipunt. The Minister of Interior said the BMA has made good preparation in terms of personnel, equipment, and preventive measures to mitigate flooding, from sewer dredging to water discharges. He said the city hall can request additional support from the interior ministry, which is willing to help tackle this issue. Both the interior minister and Bangkok governor then visited the flood-hit Serotunyana Mosque, where the surrounding houses can be found submerged under water. Thai ceramic artifacts and ancient Japanese porcelain wares are being showcased as examples of the two countries’ cultural heritages. The Ministry of Culture is holding a special exhibition titled “The Endless Epic of Japanese-Thai Ceramic Relationship in the World’s Trade and Culture”. The event marks 135 years of diplomatic relations between Thailand and Japan. It is also being held to commemorate Her Majesty Queen Sirikit the Queen Mother’s 90th birthday anniversary. Her Majesty is acknowledged for having promoted pottery-making as an occupation for her subjects nationwide. The Fine Arts Department, in collaboration with Saga Prefecture in Japan, is displaying 97 pieces of ancient Japanese porcelain wares at the event. The items from Japan are supplied by Kyushu Ceramic Museum and are being displayed together with 90 articles of Thai porcelain and ceramic artifacts. Those who are interested may visit the exhibition at Siwamokhaphiman Hall in Bangkok from Wednesday to Sunday each week. BANGKOK (NNT) - Siam Commercial Bank’s Economic Intelligence Center has readjusted up its projection for Thailand’s GDP growth at 3% this year and 3.7% next year, thanks to the recovery of tourism and private consumption. Mr. Somprawin Manprasert, SCB’s First Executive Vice President, Chief Economist, and Chief Strategy Officer of the Economic Intelligence Center said the adjustment was made to reflect the revenue from the tourism and related sectors, and continuous growth in private consumption. According to the EIC, Thailand is expected to welcome 10.3 million international visitors this year, and 28.3 million international visitors next year. The EIC expects however for the Thai economy to take another 2 years to recover at full speed, and for the country’s Monetary Policy Committee to further raise the policy rate at increments of 0.25%. The Monetary Policy Committee is expected to make these changes in September and November, making the policy rate reached 1.25% towards the end of this year. The committee is expected to readjust the policy rate three times next year until the rate reaches 2%. Thailand’s economy continues to face challenges from the global economic slowdown, particularly in the United States and European Union which suppresses the country’s exports and investments. The zero-Covid policy and property crisis, together with the high inflation rate affecting the purchasing power of households and businesses, have contributed to higher than the expected economic slowdown in China. Uncertainties in Thailand’s politics may affect the confidence in the manufacturing and investment sectors, making it necessary for the government to continue providing help to the vulnerable population. The Ministry of Transport kicked off the 52nd APEC Transportation Working Group (TPTWG52) meeting, in an opening ceremony presided by Minister of Transport Saksayam Chidchob. The meeting is now taking place from today to 16 September in a hybrid format under the theme Seamless, Smart, and Sustainable Transportation; with in-person sessions taking place at Pullman Bangkok King Power Hotel. Speaking after the ceremony, the Minister of Transport said the meeting discussed the TPTWG Strategic Action Plan 2022-2025 which outlines development frameworks and guidelines, together with relevant actions and projects. The meeting serves as a platform for exchange between expert groups in maritime, aviation, land, and intermodal and intelligent transportation systems. It aims to promote infrastructure connectivity in all modes of transportation, with a priority on environmentally friendly transportation in line with the Bio-Circular-Green (BCG) economic model. The Ministry of Transport on this occasion presented Thailand’s transportation development plans for the land, water, rail, and air, as well as the country’s 20-year national strategy that positions Thailand as a key logistics hub for Southeast Asia. Large-scale projects in Thailand were also presented at this meeting, including the Chumphon-Ranong land bridge connecting the coasts of the Andaman Sea and the Gulf of Thailand. This project is currently in the design phase. The government is expected to invite private firms for co-investment after the Cabinet’s approval, with completion scheduled for 2030. At a later stage, the Ministry of Transport aims to hold roadshows in foreign countries to promote this campaign, particularly in countries with large maritime shipping companies such as the United Arab Emirates, South Korea, Japan, China, and the United Kingdom. Thai health authorities announced yields from relevant meetings and opportunities for further cooperation over vaccines in ASEAN. Deputy Public Health Minister Sathit Pitutecha said the National Vaccine Institute (NVI) has been supporting the idea of elevating Thai vaccines to the global stage since 2014. The government has also labeled the National Vaccine Institute as a national security agenda until 2019. As the 35th chair of ASEAN, Thailand reiterated the importance of vaccines to all member countries. The declaration on ASEAN Vaccine Security and Self-Reliance (AVSSR) was made prior to the COVID-19 pandemic. Furthermore, academic and budgetary support from China enabled an ASEAN Plus One meeting on national vaccine policies. Mr. Sathit said this success was attributed to Thailand’s leadership and China’s role as an important partner. The meeting facilitated information exchange and unity among ASEAN+1 countries. NVI director Nakorn Premsri cautioned that although the COVID-19 situation has de-escalated, other emerging diseases may arise in the future. Preparations are therefore needed and cooperation with other countries is necessary. Said cooperation has existed continually since the ASEAN declaration in 2019. When the Covid pandemic occurred, discussions and meetings were had and the result was a 5-year operations plan. Dr. Nakorn said procurement of 2nd generation vaccines is in the information follow-up phase. He said existing vaccines are still usable and 2nd generation vaccines have only been released. He explained that consideration is needed over whether strain-specific vaccines are appropriate, as there is the question of whether these will work if the virus mutates again. He noted there are enough vaccine doses to last until next year. He added that booster shots are very important and can prevent severe symptoms without the need for people to wait for new-generation vaccines. He asserted members of the ‘608 Group’ who are at heightened risk of severe Covid symptoms should get at least 4 shots of vaccine. The meeting of Constitutional Court justices did not take extensive time. The justices went over documents that were requested from concerned parties, such as Gen. Prayut’s explanation in regard to the accusation against him. They also included the opinions of former charter drafting committee head Meechai Ruchuphan and committee secretary Pakorn Nilprapunt. Other documents included a copy of the meeting record for the charter drafting committee’s 501st meeting. The court deemed the matter of the prime minister’s tenure a question of law where there is enough evidence to make an interpretation. It, therefore, ceased hearing and scheduled the date for interpretation announcement, consultation, vote, and verdict reading for September 30. The time of announcement has been set at 3 pm. The government has assigned prime ministerial advisor Wira Rochanawat to attend the court’s interpretation reading. Maj. Gen. Wira was given the power of attorney from Gen. Prayut to attend in his place, in the former capacity as a member of the prime minister’s legal team. Gen. Prayut made known via government spokesman Anucha Burapachaisri that he is ready to accept the interpretation by the court on September 30. Health ministry permanent secretary Kiatiphum Wongrajit said 18 health facilities became affected by floods so far in September. 16 of these have already reopened while 2 others remain closed. Health facilities have been told to monitor the water situation and make response plans that would enable services to be provided without interruption. This is especially true for services for people with chronic diseases, bedridden patients, those who require kidney dialysis, and chemotherapy patients. Dr. Kiatiphum indicated response plans have been established for each locality. A total of 85 public health teams have been set up to give physical and mental care to people. They have so far serviced more than 6,000 persons. Dr. Kiatiphum said 10 million baht from the central budget will be used to mitigate impacts and emergencies during floods. Medicines, medical supplies, and bags containing survival items have been prepared. Each province also has an additional 5-10 million baht of budget to provide health-related services to people during emergencies. The permanent secretary said the bulk of impacts from floods involve damage to assets such as vehicles and items inside the home. Said impacts may give rise to short-term stress but Thais are able to adjust to these impacts well. Dr. Kiatiphum said long-term mental health effects are not expected, unlike in 2011 when a flood lasted 30-45 days. As much as 10% of victims of the 2011 floods experienced post-traumatic stress disorder during the 3 years after the floods. Dr. Kiatiphum added the low rate of mental health sufferers this year was partly due to swift assistance being provided.
