The power trading unit of state-owned utility EVN had cut the utilization rate to 278 megawatts (MW) from 450 MW at the Trung Nam - Thuan Nam solar power plant in the province of Ninh Thuan, the government said in a news release. Vietnam, which last year pledged to become carbon-neutral by 2050, is seeking to increase its installed power generation capacity with a focus on renewables.   9. BANGKOK (NNT) - The Cabinet approved two measures to help mitigate the energy crisis, covering diesel and electricity, targeting primarily lower-income earners. The Cabinet in a weekly meeting approved a set of mitigating measures for the energy crisis, including special electricity rates and an extension of the special excise tax rate for diesel. Proposed by the Ministry of Energy, a special electricity rate scheme will be offered to households based on their electricity consumption. Households consuming up to 300 electricity units per month will be eligible for a 0.92 baht per unit discount. Households with higher electricity consumption of up to 500 units per month will receive discounts for the Ft tariff based on their consumption rate, namely a 75% or 0.515 baht per unit discount for households consuming 301-350 units per month, a 45% or 0.309 baht discount for households consuming 351-400 units per month, and a 15% or 0.103 baht per unit discount for households consuming 401-500 units per month. These reduced electricity rates will be provided for 4 months from September to December this year. Some 9.13 billion baht of government funding is expected to be used to help around 21.46 million people. Other campaigns approved by the Cabinet include the 2-month extension for the current 5 baht diesel oil excise tax, now valid until 20 November, and a 6-month excise tax waiver for B0 diesel for electricity generation, valid until 15 March 2023. These campaigns are expected to help mitigate the impacts faced by the general public and businesses amidst the energy crisis. This would improve the capacity of personnel at each of the six agencies in dealing with forensic evidence and investigation. The cooperation also extends to the setting up of provincial justice administration committees. Interrogation and case initiation require evidence to be presented in the case archive. Forensic evidence is a crucial type of evidence that necessitates the correct handling of evidence at the crime scene. Said evidence must be assessed via the correct methods by forensic specialists. Lack of supervision of said evidence by a forensic doctor may result in errors and affect the justice process. Health ministry deputy permanent secretary Thongchai Kiratihatthayakorn said support will be given in the aspects of autopsies and evidence delivery. Hospitals under the health ministry will also supply forensic doctors for teleconsultation sessions. These doctors will provide relevant information for cases where the cause of death is unclear. Nonetheless, the Federation of Thai Industries (FTI) warns that the global economic slowdown needs to be watched carefully. The TISI stood at 90.5 in August, having increased for the third month in a row thanks mainly to domestic factors. These include economic activity returning to near normal levels and an improvement in domestic consumption. These developments are reflected in an expansion of demand for goods from the industrial sector. Meanwhile, the tourism sector is emitting signs of improvement after the termination of the Thailand Pass system and the extension of the We Travel Together scheme. Federation of Thai Industries Chairman Kriengkrai Thiennukul said negative factors arising from the global economic slowdown need to be followed up on. This is especially true about the matter of inflation in Thailand’s crucial trade partners such as the United States and Europe. Uncertainties still surround the Russia-Ukraine conflict while the semiconductor shortage is still having an impact on goods production. Mr. Kriengkrai said the shortage’s impacts on electrical appliances, electronics, and certain models of automobiles are negative factors for Thailand’s export sector. The FTI chairman said although the TISI has risen, businesses view that the Thai economy will expand slowly. Meanwhile, businesses are concerned about the minimum wage hike on October 1 and the increase in the electricity charge during the September-December billing cycle. These developments are expected to raise costs for businesses and the private sector is therefore calling on the government to issue amelioration measures. The University of the Thai Chamber of Commerce (UTCC) has announced the August 2022 Consumer Confidence Index score of 43.7, an 8-month high since February. Mr. Thanavath Phonvichai, UTCC President and Chief Advisor to the university’s Center for Economic and Business Forecasting (CEBF), said consumers start to notice a slight economic recovery as the COVID-19 situation in Thailand starts to wind down, together with the relaxation of measures allowing businesses to operate as usual. The lowering of oil prices and the relaxation of rules for international travelers have contributed to improved consumer confidence, as well as the government’s economic measures including the co-pay and state welfare campaigns. The overall consumer confidence also saw a boost from the growing export sector and higher farm product prices. The CEBF expects the Thai economy this year to grow within the margin of 3-3.5%. These payments were made through a fundraising account set up by the Prime Minister’s office. The Office of the Prime Minister (OPM) delivered aid money to 137 health professionals who contracted COVID-19 while on duty, in a ceremony presided over by Deputy Prime Minister Wissanu Krea-ngam. The payments for these 137 health workers, at 2.14 million baht in total, are the second round of payment from the Office of the Prime Minister’s fundraising account to support health professionals affected by their work during the pandemic. The office has so far paid a total of 10.245 million baht for 300 health workers. Health professionals who received the compensation are from the Ministry of Public Health, the Department of Corrections, the Royal Thai Army Medical Department, and the Naval Medical Department. OPM Permanent Secretary Theerapat Prayurasiddhi said the compensations granted are donations from the general public, private firms, and organizations, as well as government officials including the Prime Minister and members of the Cabinet.
