Photo by VnExpress/Giang Huy The Hanoi administration has asked to delay completion of the Nhon-Hanoi Station metro route from this year to 2027 and increase its outlay by VND1.9 trillion ($80.77 million). The city People's Committee said at a meeting with the People's Council on Monday that the elevated section of the route could be completed this year and the entire line in 2027. It cited several reasons for the delay, including difficulties in acquiring land, "low capabilities" of contractors and consultants and lack of coordination between various construction units, the inconsistencies between international contracts and Vietnamese laws, and the impact of Covid-19. Pham Van Sang, chairman of Chau Thanh District in Tien Giang Province, which is home to those floating rafts, said Tuesday all fish farmers have agreed with the plan. In a bulletin issued past 11 a.m., PAGASA said the cyclone was seen 1,740 kilometers east of Extreme Northern Luzon. The tropical depression packed peak winds of 55 kph near the center and gusts of up to 70 kph. It was heading north slowly. In a statement sent to reporters Tuesday, the office said that one solution on the table is the activation of the Motor Vehicle Registration Information System, which "both the LTO and Dermalog believe could help in reducing the long lines in various LTO offices." This comes after the Supreme Court dismissed the petition of an anti-corruption watchdog to stop the LTO from implementing a P836-million contract for the delivery of driver’s license cards. Philstar.com / Jonathan de Santos MANILA, Philippines — The Department of the Interior and Local Government backed the signing of the executive order lifting mandatory mask use outdoors as he urged local government units to strictly carry out the provisions of the same order requiring the wearing of face masks in indoor areas and public transportation. Executive Order No. 3 issued by the Palace on Monday, makes wearing face masks in open spaces and non-crowded outdoor areas with good ventilation voluntary. Face masks, however, are still required in indoor settings, public transportation, and outdoor settings where physical distancing cannot be maintained. In a statement sent to reporters, Interior Secretary Benhur Abalos said that local chief executives should "take the lead in ensuring compliance from the public to the indoor and public transport face mask rule in their respective areas." MANILA, Philippines — In its separate report on the Senate Blue Ribbon committee’s investigation into an unauthorized sugar importation order, the chamber’s two-member minority bloc cleared key personalities involved in the fiasco from any administrative and criminal charges, including Executive Secretary Vic Rodriguez whom they said is "not entirely blameless." While the minority bloc, composed of Senate Minority Leader Aquilino Pimentel III and Sen. Risa Hontiveros, found Rodriguez to be partly at fault for the botched sugar importation — mainly due to his admitted refusal to reply to queries by former Agriculture Undersecretary Leocadio Sebastian — it did not recommend any charges against him. "We will not recommend charges against the executive secretary," Pimentel told a news briefing partly in Filipino. “Actually, my staff and I discussed if there are violations of any criminal provisions. I said, 'Let’s not look for any.' Let this just be on their conscience." Deputy Prime Minister Prawit Wongsuwon said the approval was for nine rates of new minimum wages for different provinces in the country. The highest minimum wage will be 354 baht per day in the Eastern Economic Corridor provinces of Chon Buri and Rayong and in Phuket province followed by 353 baht in Bangkok and five surrounding provincees. He also checked on the water situation and on water source development programs in Tak’s Mae Sot district. Acting prime minister Gen. Prawit Wongsuwon visited a community enterprise at Ban Mankhong housing estate in Mae Sot of Tak province. He was accompanied by Digital Economy and Society Minister Chaiwut Thanakamanusorn and Deputy Finance Minister Santi Promphat. The delegation was welcomed by locals who brought along their children and who held up welcome signs for the visitors. Gen. Prawit handed over land use permits to the locals, who will now be able to live or make their living on forest reserve land. Identification documents for persons permitted to make their living in community areas were also handed over. The said documents were presented to 1,231 locals who resided in Chong Khaep and Mae Koen Kaen forests. The acting prime minister also spoke to locals about the government’s policy on giving people rights to work the land. He asked the rights receivers to utilize land to their utmost capability, saying this would contribute to sustainable national development. Today’s (12 September) visit by the delegation was made difficult by constant downpours that caused several cars in the convoy to become stuck in the mud. In the afternoon, Gen. Prawit inspected the water situation at Huai Mae Sot reservoir in Phra That Pha Daeng subdistrict in Mae Sot. He also inspected progress on water source development in the area and gave moral support to officials who worked there. Families of the Mountain B nightclub fire victims gathered to petition the Department of Special Investigation (DSI) to look into the case, as they were reportedly dissatisfied with the progress of the investigation. The gathering of the mourning families accompanied by a famous lawyer, Ronnarong Kaewpetch, took place Monday morning, September 12th, in front of the DSI Operation Center Region 2 in Sattahip district to call for justice for their departed or injured loved ones who had fallen victim to the Mountain B club inferno that killed 23 people as of September 12th. The lawyer filed a petition to the DSI asking for a special investigation into possible bribery that he claimed may have been exchanged between the suspects and state officials or police to let the pub operate without a proper license. Several cars and houses were damaged when citywide floods struck Pattaya early this morning. Floods were reported in many areas of the Banglamung district after a one-hour downpour had hit the city at around 1 a.m., today, September 12th, badly hindering traffic at Beach Road, Pattaya Third Road, South Pattaya Road, Sukhumvit Road, and the road along the railway. According to TPN reporters on the ground, water in some areas was 50 centimeters high or nearly 1 meter. Motorcycles and small vehicles were unable to pass the roads, which had totally become impassible. Several unattended cars were also damaged by floodwaters that reached half their height.
