Suspended Prime Minister Prayut Chan-o-cha has insisted that his 8-year term in the job did not expire on August 24th, as posited by opposition parties, because his term should be counted from when the 2017 Constitution (B.E. 2560) came into force, on April 6th, 2017. In what is believed to be his written statement to the Constitutional Court, which was leaked today, he claims that his first term, under the Interim 2014 Constitution (B.E. 2557) expired along with the replacement of the interim charter by the 2017 Constitution. He claimed that Section 158 (paragraph 4), regarding the restriction of legal rights, does not clearly specify that it also applies to the premiership under previous charters and, in accordance with the principle of legal interpretation, if a charter does not clearly stipulate that a legal right is to be restricted, it cannot be interpreted in a way in which that right is restricted. And due to flooding which caused traveling difficulty, Kasetsart University Laboratory School Center for Educational Research and Development in the Chatuchak district was ordered to close for one day. Thailand’s Central Administrative Court issued a ruling today (Wednesday), ordering the Bangkok Metropolitan Administration (BMA) and its investment arm, Krungthep Thanakom Company, to pay Bangkok Mass Transit System Public Company (BTS) a total of 11.754 billion baht for the first and second extensions of the Green Line within 180 days. The first extension is from Taksin to Wongwian Yai and Bang Wa and from On Nut to Bearing. According to the court, the BMA and Krungthep Thanakom owed BTS 2.348 billion baht, including interest, for the period of May 2019 to May 2021. The second extension is from Bearing to Kheha in Samut Prakan and from Mo Chit to Khu Khot in Pathum Thani province. The BMA and Krungthep Thanakom have an outstanding debt to BTS for the period of April 2017 to May 2021, amounting to 9.406 billion baht, including interest. The incident took place at 11:30 P.M. during light evening rain yesterday, September 6th on Soi Pattaya 10. Sawang Boriboon rescue services were notified of a Japanese man who became enraged and climbed onto the roof of an abandoned building after fleeing a restaurant reportedly refusing to pay for his drinks. He gave no reason to staff, rescue workers, or law enforcement for why he refused to pay and was chased by restaurant staff to the roof until police and rescue staff were called. The rescue team arrived at the two-storey building at 11.36 P.M. The Japanese man was sitting on the roof of the second floor, looking intoxicated and confused and only asking to speak with the Japanese embassy. On Tuesday (6 Sept), SRT governor Nirut Maneephan led members of the press on a test run of the renovated Kiha 183 passenger train carriages that arrived from Japan in December of last year. Participants were able to ride the train on its trial route, which began at Bangkok’s Makkasan maintenance yard and ended at Hua Lamphong station. The 17 second-hand carriages were donated by the Hokkaido Railway Company (JR HOKKAIDO), with SRT having paid 42 million baht to cover their shipment to Thailand. The carriages are now being converted for compatibility with Thailand’s one-meter gauge train tracks, and are having their interiors refurbished and repainted. SRT plans to begin offering short tourism routes using the restored carriages at the end of this month. The state railway expects all 17 carriages to be operational by the end of next year. The head of the Industrial Estate Authority of Thailand has expressed confidence that industrial parks will successfully weather this year’s flood season. Industry Minister Suriya Juangroongruangkit has ordered the Industrial Estate Authority of Thailand (IEAT) to keep parks nationwide informed of the situation, especially those located in flood-prone areas. Minister Suriya noted that as far as he has been briefed, all industrial parks have concrete flood prevention measures already in place, with some even erecting embankments as a pre-emptive measure. The minister also said he was confident that industrial estates would be able to handle the water situation this year. The IEAT has assured that flood management plans for industrial estates are being strictly followed. Water pumps and backup generators, for example, have been inspected and continuously maintained to ensure 100% functionality. Water bodies inside industrial parks have also been drained to their lowest levels so they can serve as water retention areas. Coordination is also taking place with external parties in order to supply mobile water pumps to industrial parks. WHA representatives said the two companies will hold a joint news conference on Thursday (8 Sep) to discuss plans for the EV plant at an industrial estate in Rayong province. In August, Thailand’s Board of Investment (BOI) approved a group of investment pledges, including BYD’s US$491 million (17.9 billion baht) electric vehicle production project.   22. BANGKOK (NNT) - A Thai-Mongolian joint trade committee has been formed to promote trade and investment between the two nations. The move is part of efforts to enable Thai businesses and investors to penetrate new markets. Deputy Prime Minister and Commerce Minister Jurin Laksanawisit represented Thailand in signing a memorandum of understanding (MoU) on establishing the Thai-Mongolian joint trade committee (JTC). The MoU was co-signed by Mongolian Foreign Minister Battsetseg Batmunkh with the aim of promoting and tightening trade, investment and economic collaboration between Thailand and Mongolia. The first meeting of the Thai-Mongolian JTC took place immediately after the signing ceremony. Thai and Mongolian representatives resolved to establish a bilateral trade target of US$100 million within five years. The two parties also agreed to expand investments to 1.5 billion dollars by 2027 from 1.034 billion dollars currently. According to Thai representatives, Thailand will become a food production source for Mongolia. Highlighted products will include chilled and frozen chicken; chilled, frozen and processed seafood; fresh fruit; fruit juice; canned fruit; ready-made meals, and snacks. Mongolian will meanwhile source raw materials such as minerals, leather and cashmere to Thailand. Minister Jurin also asked Mongolian representatives to invite importers and investors to prominent trade expos in Thailand, including STYLE Bangkok, THAIFEX – Anuga Asia, and the Bangkok Gems & Jewelry Fair. The two nations are also preparing to enact agreements for investment protection and the exemption of redundant taxes, as well as exploring the possibility of establishing a direct flight from the Mongolian capital, Ulaanbaatar, to Phuket, Thailand.
