If it will somehow depend on a letter from the embassy, then prepare for a bunch of other requirements from the IO. This is what happened in March.
My own guess about the amnesty is 50/50. It is really unpredictable this time.

Yes. We have spoilt them with the easy money. Now let them go back to earning 200 baht per working day in the rice fields. This will surely make all those former Pattaya girls happy. And STRONGER (physically). With those ‘huge’ salaries they will definitely make their children happier too. Thanks God for these Covid troubles.

The problem is nobody in the Thai government will take a responsibility to open the borders at the moment. They have Zero covid cases , they are the winners, they are clean, they are number one mask-wearers in the world... Who will dare to spoil this parade of idiocy?

The industry has already collapsed. More important, it will not recover any time soon. There is no any chance Thailand will reopen its borders in a manner suitable for the international tourism (without the quarantine, 100 k insurance etc.). Let them fully concentrate on growing rice again.

This is an obvious misinformation. What about previous amnesty? Those who left thinking it will not be prolonged made a big mistake (in case they wanted to stay longer). Anybody who wants to stay in Thailand for some more time should, at least, wait for an official announcement regarding what happens after 26 of September.

Measures to be taken by the Thailand tourist industry to weather through the Covid times.
- Leave all those already in the country alone. Visa amnesty for one year to everybody. People should be asked to stay, not to be threatened by the Immigration bureaucrats who keep acting as nothing has changed in the country.
- Let in all those who wish to stay in Thailand for 6 months and longer and also ready to go through 2 weeks quarantine. This includes retirees , married to Thais, digital nomads, long time tourists of any kind etc.
3. Advertise Thailand to the world as a Covid safe place. Should be interesting to those who live in Covid unsafe places, especially to the elder people.
4. Stop fantasizing about high season and reviving of the old short time tourism scheme any time soon. One month stay including 14 days quarantine is definitely a bad idea.
5. Fire 8/10 of the TAT and similar organizations’ staff. Same with the Immigration offices.
The measures will not substitute the millions in numbers from the past but they will allow many people in the tourist industry to weather through the Covid times. Hotels, however, will still take a big hit.

They cannot confirm or deny anything concerning AMNESTY since it is not them who declared it. They may have opinion about the amnesty. And the opinion may be totally ignored at the end (exactly what has happened in July).
