With the Budapest Agreement Ukraine made the decision to completely denuclearize, in exchange the Russian Federation would not threaten, use military force or economic coercion against Ukraine. When that agreement was broken by Russia in 2014 a meeting of the signatories of the memorandum was called by Ukraine which took place in Paris. The foreign minister, Sergey Lavrov, who was in Paris at the time, simply did not show up. So he wouldn't even come to the meeting in connection with the memorandum. Can you provide a credible link to your claim that the US was planning to make Ukraine a Nuclear armed state again?
