Repairing a ding or 3 might be practical using a filler. If there's a lot of rust and small pitting/bumping, like an old car bumper, this may not be practical. However, you could use something that will remove the rust, as rust grows (expands) and is quite abrasive. Then use a super-fine ceramic or even a very hard piece of polished steel (or even glass) to burnish down the high/rough spots before replacing seals.

Looks a little squirrely. I tried something like that in a gravel lot on a GT750 Suzuki "water buffalo". Goosed the throttle and when the power came up, the rear tire started spinning and it wanted to go sideways. Very quickly got off the throttle but it took a second for it to stop spinning because of the inertia. It was a customer's bike and I was lucky I didn't dump it. That bike weighed at least 230 kg vs. my 52 kg. A street bike might be more agile.
