He needs to obtain an non O based on retirement.
He can do that obtaining an eVisa non O in UK or here in Thailand with a visa exempt or tourist visa entry.
He will require a Thai bank account in his name only.
That's not a straight forward process and assuming he does not have one then obtaining the non O in UK a good option.
He cannot use income method initially as immigration require 12 months of transfers.
