Not entirely correct: There are a host of legitimate reasons why an individual might refuse to leave a vehicle when ordered to do so by a law enforcement officer, these include but are not limited to: Fear of one’s own life. The ‘law enforcement officer(s)’ has not provided ID. The law enforcement officer(s) are behaving aggressively. The law enforcement officer(s) are giving conflicting instructions. The law enforcement officer(s) have no jurisdiction over the individual. Essentially, obeying the ‘orders’ of a ‘law enforcement officer’ is a ‘qualified’ requirement not an ‘absolute’ requirement under law.

It is indeed different, and not yet a criminal case. A criminal case might, for example, require the medical examination the agent was given at the hospital to be submitted as evidence. Was the agent tested for drugs and alcohol, if so what were the results, if not, why not? There are two paths to a criminal trial, indictment on Federal charges handed down by Federally empaneled Grand Jury, and Indictment on State charges handed down by a State empaneled Grand Jury. The fact that the FBI and DOJ have excluded the State from the investigation and are withholding evidence from the State is suggestive of the FBI/DOJ/Administration’s reluctance to transparently and even handedly investigate this killing. Statements made by Trump, Noem and others are suggestive of this reluctance being driven by the President. Conversely those prejudicial statements made by the President and members of his cabinet are admissible to courts in the legal challenges that will arise to obtain the release to the State of evidence held by the Federal Government.

That’s not entirely correct. If it were, the fact he placed himself in front of the car would have already wiped out any claims of self defense. There are number of other salient issues: Was he paying attention to the evolving situation, or was he otherwise distracted (criminally negligent homicide). What was his state of mind, did he harbor hatred towards his victim (malice aforethought) Was he fit to be in duty that day, perhaps suffering PTSD. (Supervisory culpability). Was he under the influence of drugs or alcohol? (Criminally negligent homicide). The DOJ rules (protocols) on vehicle stops and on ‘deadly force’, provide multiple options and multiple prohibitions. How the DOJ consider the compliance to protocol is an internal DOJ matter, the courts have to option to take far wider issues into consideration, examples above.

We don’t know Good was actively disrupting and interfering; video footage shows her waving cars past waiting for the road to be clear when ICE agents move in her and her [highly trained and experienced] Killer places himself in front of her vehicle to record his video.

Incorrect. Legally what matters is were the killer’s actions ‘reasonable and necessary’? Issues like, was he paying full attention to the situation come into play, as does what was his state of mind. Shooting a woman three times in the face then screaming [redacted to comply with the forum obscenity rules] is something a Jury will definitely want to take into account before passing a verdict.

It’s something of an encouragement that you’ve moved from outright support for the Agent shooting a mother in face three times to trying to come up with excuses for his behavior. However, if as you argue, the killer’s alleged PTSD is an issue in his actions, then this, rather than absolving him, indicates he was on duty while in a dangerous state of mind. That’s no excuse for his actions but does raise important questions on the culpability of ICE itself and his supervisors in particular. ICE arming mentally fragile agents and putting them in U.S. streets is not a good look. Made worse when they start shooting mothers in the face three times. That asside, these details being released by the administration in their attempts to ‘manage perceptions’ are perhaps another example of the administration providing prosecutors with information on the killer that would ordinarily be controlled and released by his criminal defense team. I doubt the FBI and DOJ will act in any of this, Minesotta definitely will.
