Today is a bank holiday. Sub branches at my nearest Tesco Lotus, however, are open (as they often are even on bank holidays). Tomorrow will be a bank holiday as well.

The headline doesn't really do the results justice. People cook more at home and they give more importance to fresh and healthy foods.
All that is, without a doubt, beneficial.

I never had another insurance with them, signed up for Covid-19 insurance and can log in on their "My Account" page. So they do create accounts just for Covid-19 insurance customers.

So far, they've vaccinated too few people, and too many of them with a questionable vaccine. That's a tough spot to play catch-up from, to say the least.

I agree. That certainly is the most worrying aspect of the OP's account. Things can and do go wrong on a long-distance trip. Having ready access to funds to sort out any issues can be crucial.

That in itself is a good reason not to fly anywhere at this time. Who wants to get "invited" for testing and imprisoned at a field hospital in case the test turns out positive. You'd have to be mad!

Yes, you can apply for a Covid extension. Others in the same situation have done it.

I basically just got lucky. My payments come via Worldpay and they use IAT by default. Back when Bangkok Bank was about to make that change, I checked with their team as advised and they confirmed that my transfers are already in IAT format - no change required at my end.

If she indeed had a tourist visa, there's nothing wrong with either the extension or the overstay fine, so any attempt to complain would be futile.

Strictly speaking, that isn't the case. What has changed is that ACH transfers they receive need to be in IAT format, something which many sending banks unfortunately don't support.
As I've mentioned on other threads regarding this subject, my ACH transfers continue to work to this day without any issues, as they're in IAT format.

Considering that the OP wants to enter Thailand on a retirement visa and that no such visa exists in Vietnam, that's a questionable suggestion.
Historically, a retired person could "live" in Vietnam on consecutive 3-month tourist visas, doing visa runs. But just before the pandemic, plans were being made to stamp tourists in for only 1 month a time, with an option to extend. Nobody knows how this will develop after the pandemic, and currently Vietnam doesn't allow any tourists to enter the country, so the OP couldn't go there anyway.
Personally, for a long-term stay in Thailand, I wouldn't mind if I had to quarantine for one week or for two weeks.

It's not possible. You can open an account in Thailand and use the New York branch to receive money (which is what I do), but you cannot open an account directly with the New York branch.

Nowadays, most tourists I know just use their cards. They pay big items (such as hotel bills and flights) directly to collect points or miles and withdraw as little cash as possible, so in the big scheme of things, withdrawal fees don't amount to much. Foreign cash from back home only as a backup.

Personally I'd skip the report and pay the 2000 baht fine later, considering the potential hassle under Covid restrictions.
