With respect, as a resident of Siem Reap I have just returned from the City Centre and it was business as usual. Shops, banks, cafes, supermarkets, laundries, hair salons etc. all open. Many people going about their business with cars, motorcycles and tuk-tuks. Most people were wearing facemasks but a few were not. My journey took me from a neighborhood into the city to organize the annual extension to my retirement visa at my official agent. This also included a visit to a busy photography shop for 2 passport photos and to my bank to withdraw the visa fee (cash required). There were no officials that I saw policing such lockdown regulations within the city. Entry to, and exit from, the city is banned and is policed at checkpoints. -

All residents???? I bet not, especially those who do not own, or cannot use, a smartphone. As I have previously stated, here in Cambodia we are issued with a plastic vaccination card (like a bank card) which one can keep in a wallet or bag etc. So simple and easy to use - no paper certificates and no smartphone needed!! -

For reference:- Here in Cambodia we are issued with a plastic COVID-19 vaccination card, similar to a bank card. On the reverse are one's vaccination dates with vaccine used. Ideal for keeping in my wallet to be shown when required. -
No, not at all. Same as stated in your reference but sorry, I have no idea if there are any suspensions due to the current pandemic. When living in Thailand, pre-COVID, I drove to Kanchanaburi from Khon Kaen and took the morning train to Nam Tok, crossing both the Kwai Bridge and the Wang Po Viaduct, returning on the same train in the afternoon, giving time to visit the War Cemetery and the Death Railway Museum. The following day I drove from Kanchanaburi north west on route 323 to visit Hell Fire Pass with its Memorial and Museum - a very poignant place. The way down into the Pass was via lots of steep steps however for those who had mobility problems, there was a buggy service, greatly appreciated by me when returning back up to the Museum. At this time, extra carriages were attached to the morning train from Bangkok at Kanchanaburi for the journey to the terminus at Nam Tok.

Yes indeed, especially in many of the Northern National Parks among the mountains and forests in Lampang, Chiang Mai and Chiang Rai Provinces, all familiar to me when I was a Tourist Police Volunteer. Example:- Wang Kaew Waterfall in Doi Luang National Park (Northern Lampang Province, near Wang Nuea off route 120 to Phayao):- -
