seems bizarre that the 'political situation' in india/pakistan would affect someone from bangladesh but not those from india/pakistan.
i'm not sure they are being wholly truthful about their reason for not extending if they told you that

best mate does it all the time and i have been with him a couple of times to have a night out, never been late to put docs in. only takes about 20 minutes by taxi to the consulate
next day pick up he gets the flight around 6/7pm and has to wait around for a few hours at the airport and there are later flights than that.
he is an older lad so will appreciate the fact he can take a taxi straight there and straight to the airport for peanuts
and if the flight was delayed and there was a huge road crash just the morning he needs to put the docs in he could stay an extra night but i would put good money on if the guy reported back that it went just as i posted

I will leave the travel up to him but again advise flying.
I have heard of HCMC doing these visas. Hes an older lad that has been Savan before so will probably use this option. He also knows that no funds are required in Savannakhet. Im not sure about HCMC.

just let him know, funds aren't required in hcmc. by taking the earliest flight from bangkok he can get to the consulate in hcmc in good time, it's pretty close to the airport. pick up the visa the next day and fly out that evening. would be a lot less hassle for him than going to laos but i understand what you mean about familiarity.
requirements in hcmc are the same as savannaket except he would just need a hand written letter from spouse requesting the visa, no financials required. au lac hotel is good value and an easy walk to/from the consulate

i think you're looking at it in the wrong way. 200k for an expat with the kind of skills they are aiming for is low.
they need to attract talent and it may come as a surprise to many on this forum but a lot of people would really rather live somewhere other than here so to get them here you need to make it worthwhile for them.
yes, they will want incentives for having to live in a large, hot heavily polluted city in asia ie, a condo or house with monthly rents over the 100k mark, the best health insurance available, kids fees for international school paid, annuall flights home etc.
these guys will normally be working for large international companies so what is normal locally is pretty irrelevant

his friend wants a multiple entry non o in which case it may be easier for his mate to fly direct to hcmc to get it rather than go to vientiane and then have to make his way all the way over to savannaket.
hcmc can be done with a one night stay (and depending on nationality may not need a visa)

but they didn't conclude anything. they said it looks like suicide which it certainly does. the body has been sent to autopsy which is part of an investigation into the death. they will investigate further to find out who he is no doubt. it might end there or they may uncover some suspicious circumstances. but the reality is the guy probably topped himself.

visa exempts should be fine. if you have lots of previous stamps which i assume you have due to being denied entry at cambodia last year (i think that's what you meant?) then having a clean passport would probably be better. make sure you carry the cash required and have onward flight etc just in case.
avoid female IO's counters at airport immigration control, they have a reputation for being, let's say thorough

depends how long you are planning on staying. keep the work to yourself regardless.
the fact you had problems last year doesn't look too good. get a new passport before you come back (some thinks that helps if you have history) would be better to have a visa rather than using exempt and make sure all the requirements are met.
if doing exempt only 2 via land per year, by air no limit but not a good option as the airport IO's are known to pick up on those using them for more than tourism which by the sound of it, you would be.
don't forget you can extend each entry by 30 days at local immigration

no chance of getting RC from bangkok on a tourist visa. depends on which office you use but my friend who has a years property contract and is married on a 1 year non immigrant multiple entry visa went to CW in january. they would not supply him RC. they will only issue a RC if on an extension of stay and they want to see a 90 day report has been done.
he also went in order to get a driving licence (and to open a bank account), CW told him he doesn't need a thai licence as he doesn't stay in the country for more than 90 days at a time and told him he can use his home licence, (what the insurers etc think of that i don't know).
I am not sure how long it has been like that but if those are Bangkoks rules I would imagine others may follow suit in due course.
BTW he ended up getting a letter from his home embassy at a cost and used that for both the licence and opening an account with no problems

e-cigs are a much safer alternative to cigarettes, that is a fact.
they will be made legal here and that has already been discussed by government last year and the delay is down to tax and no other reason. using harmfulness is just an excuse to delay.
anyway BJ says whatever he is told to say by toad and toad is told what to do by the monopoly.
time will tell but i believe cigarettes will eventually be a thing of the past everywhere

i used to tell friends not to worry about a few days overstay and years ago, long before the bans came in i used to overstay regular, sometimes up to a a fortnight and just pay on the way out. reasons? usually just couldn't be bothered and had no worries in paying the fine on the way out.
i wouldn't recommend anyone overstays for even a day anymore if they can avoid it. wouldn't want to have to visit a friend in idc and know they were going to get blacklisted because i said all will be well.
