I haven't read the whole thread, just the gist of it. It's sort of ironic that the Public Service never stops being incompetent when you worked for it or after. If it's any consolation the Australian Public Service is the same. One unkind person suggested the Public Service provides work for people who are otherwise unemployable.

Why should it require a pension statement? Are you assuming that all foreigners are on a pension? In any case if your suggestion became reality the Chinese would buy everything and price everyone else, Thai and foreigners, out of the market.
