This is how it is. Russians CAN do unlimited land border bounces, but they CANNOT get 30-day extensions on visa exempt. It is a different bilateral agreement between Thailand and Russia, not like with other Western visa exempt countries.

You're right, it's not easy to find fully refundable tickets. I've heard that Malaysian Airlines have them.

Maybe there is no "law" like this and they just made it up to extort money from tourists?
