My understanding is that the law is in force. The decree was to delay enforcement. The decree is struck down as unconstitutional. Therefore, the law is enforceable from the moment it came into force.

Not where I am, they're not. Here everyone knows a dog belongs to someone, no need for collars and leashes. Dogs are free to roam, unless someone takes umbrage and poisons them.
Not everyone here has a property in which to keep a dog off the street, no fences, etc...making sure people know a dog belongs is enough. We feed each other's dogs when the owners can't, we make sure the dogs are aware that they belong to someone. No stray dogs here, except during breeding season then the local males make sure they know they're not welcome...

To be frank, it doesn't matter to some people what system is used. Handwriting an X in a box on a piece of paper and relying on some person counting those votes, or machines that feed into a computer. What election deniers fail to appreciate is what's good for the goose is good for the gander.
Once someone in one party starts calling an election as stolen because someone from another party is verified as having won, it leaves the door open for the opposite to happen, later down the road.

As long as he pays his medical bill, he can stay as long as the law allows, or perhaps there's a fee he has to pay, to cover....what's the medical version of dine and dash...?
