77kaoded reported that a 35 year old man in Samut Prakan was stressed out after his wife left him for the provinces. He got drunk and took his eight year old child hostage at knifepoint. It happened in a car parking lot in Soi Patraniwet in Bang Muang sub-district. It took an hour before the man gave up the child to his mother and laid down his weapon. North Samrong police had been alerted to the incident at 2.30 am yesterday. The suspect was taken to calm down at the police station. He wants his wife back to help him look after their children. The father of the man spoke of a long history of trouble between his son and his wife stretching back ten years. His son had assaulted her frequently so it was no wonder she wanted to get out of the abusive relationship. That incident happened in the Bang Yi Khan police jurisdiction. Thanadech had gone south after that and then met a woman called Sa, 31, on Facebook. They chatted for a month then she agreed to go and meet him in the south and took a tour bus there. But she soon found herself assaulted. Heb took her to eat khao man gai (chicken rice) and threw the soup in her face. She was subsequently held against her will in a house where she was repeatedly beaten when he was high. She would get beaten just for looking out the window, reported Naew Na. She said she expected to die and never thought she would see her parents again. She described Tanadech as "the devil". They are 42 year old Arom from Samut Sakhon and 49 year old Theeradech from Sakon Nakon. They abducted 26 year old Amarin from his house in Sakon Nakhon earlier in the week. They made a video as they beat his face to a pulp. Then they sent this to his relatives. Theeradech could be heard saying: "Tell us and we wont weigh you down in the river with rocks". Then Amarin was kicked some more. Amarin's younger sister Narin, 24, went to the Charoen Sin police who brought the suspects in. They denied charges saying they would fight them in court. They face five years and a fine of 100,000 baht. Children are being taught what to do in crisis situations in both public places and at schools. In Thai it is called "Nee Son Soo" that translates as "Run Hide and Fight". Last week a senior sergeant major called Thapanat was investigated for stealing seven state own guns from the armory and dealing in methamphetamine. He also tested positive for taking the drug. He is under suspension. Three of the weapons have been discovered. In latest developments the Ranong provincial chief Pol Maj-Gen Chertpong Chewprecha said that Thapanat had implicated a sergeant at the Pak Nam Ranong station as being involved in the gang selling guns for meth. He has been interrogated and has also tested positive for using the drug. Now it is thought that 4-5 others are involved in a gang that comprises police and members of the public. Under the spotlight are not only the country’s drug plague but also deep flaws in the police force, lax gun laws, mental health issues and a shortage of psychiatrists. “If something like this happens overseas, a psychological study [of the perpetrator] is conducted immediately to get to the root of the problem,” said Dr Deja Piyavhatkul, a former medical lecturer and psychiatrist. Dr Deja explained that such an investigation grants insights into the killer’s mental state, enabling authorities to draw up guidelines that can help prevent a repeat of such terrible violence in the future. “Such incidents are in fact preventable. by Namo Vananupong UBON RATCHATHANI (NNT) - The deputy prime minister responsible for water-related affairs has inspected conditions in Ubon Ratchathani and Sisaket. Relevant agencies were promptly ordered to deliver assistance to flood victims to their best extent. Deputy Prime Minister Gen. Prawit Wongsuwon visited Ubon Ratchathani and Si Saket provinces in his capacity as the head of the National Water Command (NWC). He was briefed on the water management effort for the Mun and Chi river basins by officials from relevant agencies. Ubon Ratchathani was impacted by floods triggered by storm Noru in late September. Inundations then persisted due to rainfall triggered by a monsoon trough. The water amounts in the Chi and Mun river basins exceed the average by 25%. However, the area flooded is less than that of 2011 and 2019 owing to the government’s implementation of 13 measures devised for the rainy season. The two river basins were also managed by an NWC forward command that enabled swift and effective responses to the water situation. State assistance is now being delivered to flood victims in 19 districts that have been declared disaster-hit areas. Post-flood rehabilitation plans have also been established. Gen. Prawit visited flood victims in the capital district of Ubon Ratchathani before traveling to Si Saket. In the latter province, he was also briefed about the local water situation. Commerce ministry officials are closely monitoring prices and availability of products in flooded areas. Retailers are also being asked to hold discount campaigns for staple items to help out people who are experiencing floods. Department of Internal Trade (DIT) officials and personnel from provincial commerce offices are keeping a close watch on the prices and availability of various items. DIT Director-General Wattanasak Sur-iam said this is especially true for communities located adjacent to a river or canal. Officials have also discussed emergency measures for product distribution with the suppliers and retailers. These measures are to be implemented should the flood situation exacerbate. Logistics associations have been asked to prepare plans to send goods to disaster-hit areas. Mr. Wattanasak said no shortage of goods has yet been found and products are still able to be sent to various localities normally. When this is no longer the case, ad-hoc selling spots will be opened and hypermarts in each area will be used as distribution hubs. He said no stockpiling or profiteering activity has yet been found. The director-general said retail stores are being asked to implement additional discounts on staple items to help out the public. Retailers are providing their cooperation and have cut prices for a number of items. The pork price has been slashed by 22 baht per kilogram. The price of chicken has dropped by 5-10 baht per kilogram. An egg is now 10 satang cheaper than before. The price of bagged rice has fallen by 10-30%, canned food products are now 4-10% cheaper and electrical appliance prices have dropped by 40%. Mr. Wattanasak disclosed his department is awaiting the transfer of 422 million baht that will be used to fund the sale of low-priced goods nationwide. Sales will take place in public areas that are easily accessible by members of local communities. The campaign is expected to commence soon and will last until December. For example, Prime Minister General Prayut Chan-o-cha’s suggestion to use radios to broadcast public information and communicate during natural disasters was a good suggestion radio travels farther than an LTE (Long-Term Evolution) broadcast which is a standard for wireless data transmission for mobile phones. But because the suggestion came from Prayut, many people attacked him for it. Another example was Former Prime Minister Thaksin Shinawatra’s suggestion for a gun amnesty to reduce the number of illegal firearms.
