With BBL's Bualang mBanking mobile app one can pay a bill without an OTP. You can use a fingerprint or standing PIN code to enter this portion of the mobile app. I think the OP is trying to use the BBL iBanking web portal, which does require an SMS OTP to add a payee, or add a third-party transfer. After those are added one can make a transfer or payment without requiring an OTP.
