https://journals.ametsoc.org/view/journals/bams/89/9/2008bams2370_1.xml THE MYTH OF THE 1970s GLOBAL COOLING SCIENTIFIC CONSENSUS An enduring popular myth suggests that in the 1970s the climate science community was predicting “global cooling” and an “imminent” ice age, an observation frequently used by those who would undermine what climate scientists say today about the prospect of global warming. A review of the literature suggests that, on the contrary, greenhouse warming even then dominated scientists' thinking as being one of the most important forces shaping Earth's climate on human time scales. More importantly than showing the falsehood of the myth, this review describes how scientists of the time built the foundation on which the cohesive enterprise of modern climate science now rests.

You asked a simple question: who is funding scientific research in atmospheric physics. Anyone with any experience in science would thinks that's a funny question, since most research is done by grad students, who are not particulaly well paid. There is a mish-mash of public and private organizations that fund science. Published articles that don't hold up to peer review result in funding problems for the researchers. As a result, researchers who contradict global warming get funded by the oil companies, who don't care about if the research is any good.

That's what happens when you read mass media stories without some understanding of science. Now that you have internet, the oil companies hire trolls to send you misinformation about climate change, and you believe that stuff. The way to determine whether you understand atmospheric physics, or if you just rely on the misinformation sent to you is for you to answer this question: Why is the stratosphere cooling? You can answer in several ways: You can say "I don't know". You can avoid answering, which means you are trolling. Or you can provide the correct answer. Your internet friends won't give you that answer, sorry. Up to you. if you decide to bail without answering, bye-bye!
