  18. That Hamas would not exist without Netanyahu is quite relevant to the question of the attack of October 7. There's a strong argument to be made that the atatcks would not have occurred but for 1.8 billion dollars in direct financial support intended to prevent the PA from becoming the legit Palestinian authority. It gave Netanyahu cover to refuse to negotiate with anyone while claiming there was no clear authority.
