Specific protection of medical establishments and units (including hospitals) is the general rule under IHL. Therefore, specific protection to which hospitals are entitled shall not cease unless they are used by a party to the conflict to commit, outside their humanitarian functions, an "act harmful to the enemy".   15. It has to hurt. Giuliani was hit with a huge amount because he wouldn't shut up. I saw an argument that it has to be calculated on reputational harm done but it's hard to see the Georgia vote workers suffered reputational harm to the value they were awarded.
  16. Hydrogen cars are expensive. They use an electric engine as well. They are heavy as hydrogen tanks need to be heavy. Hydrogen is expensive to produce and hard to store and transport.
