Why? If questions needed to be answered it's doubtful that he would have gone to the police. It was only some rings and a watch and a bit of cash, nothing unusual in owning those and perhaps not wanting to wear them at the time he left the bike.

Huh? 11 million visitors to Thailand in 2022, well over 20 million so far this year...that looks like a substantial increase year-on-year, not a reduction.
The RTP are doing the job that they are paid to do, the government does not provide the police stations with enough budget, patrol vehicles, fuel, etc., to go out and patrol, which is presumably what you want to see.
The local police administer a written agreement with both as to responsibility.

Yes, probably, I wouldn't be surprised. Doubtless you've got some statistics to refute that, though, but bear in mind the subject is "shlt drivers", not numbers of road deaths. Just because someone is British doesn't make them an ace driver or automatically better than many Thai drivers.
