  8. There is no suggestion from the government that the B300 is for "health or accident cover" for tourists. It is obviously intended to offset some of the governments cost of those who do not pay, it is not an insurance policy.

  13. That's right, I agree, that's how the law works...commit offences, go to court, be found guilty, get fines for those offences, but the fines are not arbitrary, they are set out in the statutes.
