Few weeks over stay I can understand but 11 years is just taking the pee and sticking his finger up to Thai immigration laws, he has no respect for the country or it's laws. Anyone in his position should get a lifetime ban, 10 years is generous.

Passport almost certainly run out so will need a travel document from his embassy, pay the 20k if he can make it to the airport without an arrest then get a very deserved 10 year ban. I despise these long time over stayers, they always have an excuse of course.
