The chance of putting no arrival stamp in a passport is practically nihil, and I don't think any member here has ever had it happen, or know someone to who it happened. A wrong stamp is something completely different of course, and may happen if the IO doesn't pay full attention. In Pennsylvania and Michigan.......... two of the States with the most questionable "comebacks".......... neither allows counting of mail-in and absentee ballots before election day. So there ARE NO "pre-counts" to contrast with post-ballot-closing counts, for those States. ALL the mail-in and absentee ballots in those States were left uncounted until election day.
