The Police Order states this for 12 month marriage extension. (1) The alien must have been granted a non-immigrant visa (NON-IM). No mention on the reason for the Non Imm O Visa. Same for retirement. (1) Must have been granted a non-immigrant visa (NON-IM)

As far as I know you have to have a Non Imm Visa and making 90 day reports to get a residence cert. For your sake I hope I am wrong.

If your Wife has a bank account maybe she can help you get one in the same bank. As said, the bank account is the first thing you need to do. Have you tried every bank in your area? They are all different. Even different staff n the same bank will tell you something different.
