I recall seeing reports of war game scenarios concluding that there is no such thing as using tactical nukes "safely" as the result is always a global nuclear blowup. But I get it. You constantly argue the Putin propaganda line and it's been a major (and very effective) part of Putin's game to constantly threaten to use nukes. Over time, those threats are being taken much less seriously.
