Not really related to this guy's case, and Thailand isn't interested in Russian escapees for residency, but there is a bigger global issue here. Estimates have at least a million Russians who fled mobilization, many younger men, and a high percentage the best and the brightest of Russia. Yet western countries make it very very hard for such high value potential immigrants to move there permanently or in many cases even visit as a tourist now. If they can stay out of Russia permanently that's a huge loss for Russia but they need a permanent place to resettle. Thailand isn't it, but shouldn't the E.U., U.S., Canada, and Australia grab them up (after careful screening)? This is an issue the youtuber NFKRZ has highlighted repeatedly. Punish the Putin regime of Russia sure thing, but why persecute Russian people who want to get out of there? He took refuge in Georgia (which now looks to becoming another slave state of Russia) but finally got a digital nomad visa to Portugal, but only because he's a famous youtuber. He's hopefully on a path towards Portuguese citizenship (EU). It shouldn't be that hard for Russians that will benefit their new countries.
