  4. Picture of arrest. Authorities have apprehended a Taiwanese national who evaded capture for nearly five years by forging documents, changing his name, and re-entering Thailand under a false identity. At 10:00 on December 17, Pol. Lt. Gen. Saksira Phuak-am, Commander of the Tourism Police Bureau, ordered a crackdown on crimes involving foreign nationals in Thailand. This led to the arrest of Mr. Chao Li Chan, 45, a Taiwanese citizen wanted under a Phra Khanong Criminal Court warrant No. 258/2567, issued on November 21, 2023. He faces charges of “forgery and use of forged documents” related to fraudulent visa and work permit applications. Authorities began their investigation after uncovering a syndicate of foreign nationals using forged documents to obtain visas and work permits. Mr. Chao Li Chan was identified as a key member of the operation. To evade arrest, he exploited legal loopholes by reporting his passport as lost to the Taiwanese Consulate in Thailand, enabling him to return to Taiwan. Once there, he changed his name to Mr. Chiao Zheng-En and obtained a new passport. Using this passport, he re-entered Thailand multiple times over the course of five years, successfully avoiding detection. The Tourism Police Unit 2, Division 1, under the Tourism Police Bureau, eventually located Mr. Chao hiding in the Lat Krabang district of Bangkok. Investigations revealed he was living off funds earned from operating a tour company in Taiwan prior to his escape. The suspect was taken into custody and handed over to investigators for prosecution under Thai law. Authorities emphasised their commitment to tracking down foreign criminals attempting to evade justice in Thailand. -- 2024-12-18

Together with Dr. Badin Phadungsat, a forensic doctor from Roi Et Hospital, and Asok Rescue Unit, authorities inspected the scene in the middle of a rice field at Ban Non Sawan, Village 9, Non Rang Subdistrict, Mueang Roi Et District. The deceased was identified as Mr. Kosin 42, a resident of Non Rang Subdistrict. He had been hired as an assistant to cut eucalyptus trees in the area. The victim, who had experience working on similar jobs for several days, had been alert and cautious throughout. However, on this occasion, a sudden, strong gust of wind shifted direction unexpectedly, causing the partially cut tree to fall toward where the victim was retreating. Following the incident, Mr. Praphat attempted to resuscitate the victim while others called the police and rescue services, but the injuries proved too severe, and Mr. Kosin passed away at the scene. The family of the deceased did not suspect foul play and accepted the incident as a tragic event. Authorities have released the body to the family. -- 2024-12-18

The suspect confessed to the brutal murder, claiming no prior conflict, leading authorities to believe he acted under the influence of methamphetamine. At approximately 13:30 on December 17, Pol. Lt. Adinan Modchot, investigator at Khao Phanom Police Station, received a report of a murder at a rented house in Moo 4, Khao Phanom subdistrict. Accompanied by Pol. Lt. Col. Kittisak Sommat, police investigators, forensic officers, rescue workers, and medical personnel, the team quickly arrived at the scene. In the kitchen area, the body of Miss Butsaya "Mook", 15, a resident of Krabi, was discovered lying lifeless in a pool of blood. The victim had suffered a deep slash to her throat, nearly severing it, and additional stab wounds to the head and behind her right ear. A sharp kitchen knife was found in the sink, recently washed of blood. Authorities collected the weapon as evidence. The suspect, identified as Mr. Dolkanee "Bang Nee," 42, was found calmly sitting at the scene alongside his brother, Mr. Arun "Bang Bish," 37, who is also the victim's boyfriend and the suspect's younger brother. Both adult men were taken into custody for questioning. During police interrogation, Bang Nee confessed to the killing. He admitted to consuming two methamphetamine pills earlier in the day, claiming he experienced hallucinations at the time of the incident. Bang Nee stated that he had no prior dispute with the victim but was overcome with an impulse when he saw her standing alone in the kitchen. He approached from behind, restrained her, and slit her throat. Urine tests confirmed the presence of drugs in both Bang Nee and Bang Bish. Authorities have charged Bang Nee with premeditated murder, while Bang Bish faces charges for drug use The gruesome scene was first discovered by Mrs. Cha, 64, mother of the suspect. Mrs. Cha recounted returning home from the market to deliver rice to her sons. Upon entering the kitchen, she initially mistook the body for her younger son before realising it was Mook. She alerted Bang Bish, who was asleep in his room, and the two immediately notified authorities. The victim's sister, Miss Monchanok, broke down in tears upon arriving at the scene. She revealed that Mook had been living with her boyfriend to help his mother sell goods at the market. Two days prior, Mook had mentioned feeling unwell, but there were no indications of relationship problems or conflict. Miss Monchanok added that Mook suffered from depression and had previously declined offers to move in with her, preferring to stay with her boyfriend. Authorities have sent the victim's body for an autopsy at Khao Phanom Hospital before releasing it to the family for religious ceremonies. Meanwhile, further investigations are underway to determine any additional factors behind this shocking crime. The case has sparked concern in the community, with neighbours stating that authorities had been called twice recently to intervene due to Bang Nee's drug-related hallucinations. -- 2024-12-18

  20. Picture courtesy of EOD Residents of a neighbourhood in Udon Thani were left in shock after a cleaning crew discovered an 81mm mortar bomb hidden in the toilet of an abandoned house. Authorities were alerted, and bomb disposal experts successfully removed and neutralized the device. At approximately 10:00 on December 17, Pol Lt Sathaporn Sawasdee of Muang Udon Thani Police Station received a report of a suspected explosive device at a two-story house located in Jakraphong Alley, Asawamit Road, Udon Thani Municipality. Bomb disposal officers (EOD) were dispatched to the scene immediately. The house, unoccupied for years and overgrown with vegetation, was being cleaned by a team of four workers from a private cleaning company. Mr. Kongrit Ditthacharoen, 35, a cleaner from Sinsapjem Asset Company, recounted the shocking discovery. “We were clearing out trash and weeds when I noticed the object in the bathroom. At first, I wasn’t sure, but after a closer look, I realised it was a bomb. I quickly informed my supervisor to call the authorities. I’ve never encountered anything like this before, and I don’t want to see it again.” The bomb, an 81mm mortar shell, was carefully examined by EOD officers who moved it to a sand-filled containment unit for further inspection and destruction. Local residents gathered nearby as the operation unfolded. Mr. Suwannachart Saenrak, 40, the cleaning crew supervisor, explained that the company had been tasked with cleaning and preparing the property for renovation after its recent purchase. “We were shocked to find such a dangerous item on our first day here. The previous owner had long vacated the house, and we had no idea what might be left inside.” Mr. Suphap Thitipas, 79, a neighbour, expressed his alarm. “The old owner ran an automotive decoration business and let employees live in the house before it was abandoned. It’s terrifying to think a bomb was hidden there all this time. What if it had exploded?” Authorities suspect the mortar shell may have been left behind by a previous occupant, possibly as a collectible or hidden intentionally. Given the house’s long period of vacancy, it is also possible that someone later stored the device there to avoid legal repercussions. Police are continuing their investigation to determine its origin. -- 2024-12-18
