Some do that by higher wage/income taxes, others - seen not so perfect system to monitor the income of its citizens- by import duty. Especially less organised countrioes need that way. Solve it by taxing all Americans living in Thailand with the same level as they had to pay in the USA. Import duty of US goods for US citizens living in Thailand can be reduced then.
