Yes, quite. It is not taking account of the people living here. Country of Residence list, doesn't include Thailand. What happens to the expats who live here(not anywhere else)?

I just looked at the site. TDAC Thailand Digital Arrival Card Regarding the country of residence. What about an expat living here year around; not living anywhere else? And their list doesn't include Thailand.
