DHL base their decision not to deliver because Trump has made such a mess of the import that it is now such a lengthy process that DHL doesn't consider it worth their time anymore. You realise that DHL is a business, and their time cost money. I hope you now can understand, otherwise find a 5 year old to explain it to you.
