"Please do not go outside the hotel. That would be a good preventative measure in Phuket province," he added.What a pathetic statement. "Harsh penalties", followed by "please".
No physical enforcement means people will do what they like.

I see it doesn't specify whether the 50 returnees had originally left Thailand officially (as opposed to sneaking out over the border).
I do notice the TNA article says:
"Of the 157 new cases, 90 were locally infected, 42 were confirmed through active case finding, 21 sneaked in and four were quarantined arrivals."
It appears that after tightening the border for some time now, people are still able to 'sneak in'.
