Up to the day it expires that is the same day the permit to stay it is issued for expires. If you left on the day the extension was issued it would be one as much a year until it expires on the day the extension does. -

After getting the extension done you can apply for a single re-entry permit (1000 baht) or a multiple one (3800 baht). You can apply for a non-o visa with a 30 day visa exempt entry or the 30 day extension of it. You must have at least 15 days remaining on the 30 days or the extension of it. The during the last 30 day of the 90 day stay from the non-o visa you can apply for a one year extension of stay. -
Since you do not have enough time to sort things out you could apply for a 60 day covid 19 extension to get more time to do the extension near the end of the 60 days.

If is fairly easy do to it yourself. To apply for a non-o visa at immigration the 400k baht only has to be in the bank on the day you apply. See: https://bangkok.immigration.go.th/wp-content/uploads/2020/10/6.pdf Then during the last 30 days of the 90 day stay from the non-o visa you can apply for a one year extension based upon marriage. The 400k baht would need to be in the bank for 2 months on the day you apply. -

At most offices now they will only want a TM30 report done to change you address. -

He would apply for the re-entry with his new passport since the old one would be canceled already. He could go to immigration and do the stamp transfer and re-entry permit at the same time. -

There is no rule stating how soon you need to do the stamp transfers. He could wait until March if he wanted to. -

Most immigration office will accept your old address without any proof when applying for a extension based upon retirement if you are in the same province. -

You need a letter from the bank confirming your account and the balance on the day it is written for every extension of stay. Whether a bank statement is needed or not depends upon the office where you apply. -

For a 60 day covid 19 extension it would depend upon where you apply for it. I would say at most office it would be 2 weeks early. -

I assume you are applying for a extension of stay based upon retirement at immigration not a non-o visa at a embassy or consulate. If in the same province where you applied before you could apply using your existing address that they have. -
COVID Extension: Bangkok

You apparently entered the country visa exempt and got a 30 day extension of the 30 day stay it allowed. A visa on arrival is only for 15 days and cannot be extended. You will apply for the 60 day covid 19 extension at Muang Thong Thani. The cost and the required documents will be the same as the 30 day extension you got other than the affidavit.
